Why Wyoming HVAC Companies Need a Qualified Supervisor

For the Cheyenne, Casper, Laramie, and Gillette programs described here, a company seeking a municipal HVAC or mechanical contractor license must designate or employ a qualifying master or supervisor. The title varies by city, but this person holds the required individual credential and serves as the company's named qualifier for permitted work.

What the QSOR Actually Does

The Qualified Supervisor is the named individual associated with the company's local contractor license. The local rules tie the company's permit authority to that company license and the required qualifying credential.

This isn't a passive title. Each city's rules impose their own employment, credential, and experience requirements for the qualifier. Cheyenne's ordinance is explicit: the company "cannot execute contracts or pull permits" without an active Qualified Supervisor on staff.

City-by-City Requirements

Each city covered here enforces a qualifying role, but the naming conventions and qualifying standards differ.

Cheyenne

The Compliance Department requires a registered Qualified Supervisor holding an active Master HVAC or Master Refrigeration license. The master credential requires:

• Three years of licensed journeyman experience plus four years of apprentice experience
• A passing score on the ICC G29-N or WAM master mechanical exam
• $100 initial fee, $25 annual renewal

The contractor license ($250 initial, $75 renewal) is paired with the registered Qualified Supervisor. If the supervisor leaves the company, contact the Compliance Department about registering a replacement before pulling further permits.

Casper

Casper's Community Development Department requires the company to employ a full-time licensed Mechanical Master. Qualifying for the master credential takes either:

• A federal apprenticeship completion certificate, or
• Four years in a Casper-licensed shop plus five years as a licensed journeyman (nine years total)

The master must pass the ICC G29-N exam. Applications must be submitted ten days before the Contractor's Board of License and Appeals meets monthly. The master license costs $75 initially with a $37.50 renewal.

Laramie

Laramie calls the role a Certified Supervisor and requires that every contractor maintain one "at all times." A Master QSOR needs seven years of documented trade experience, a notarized verification of experience form, and a WAM or ICC exam pass through Pearson VUE.

The Certificate of Qualification costs $20 initially and $15 to renew. Laramie licenses expire every December 31 with renewals opening November 15 — miss the window and you file a new application at full price.

Gillette

Gillette requires a licensed Master HVAC Technician as the designated Master of Record. Applications go through the Board of Examiners, which meets monthly. The master must demonstrate ICC exam passage and the company must post a $5,000 surety bond — one of the Wyoming jurisdictions with a bonding requirement for mechanical contractors.

What Happens When Your QSOR Leaves

This is the scenario that catches growing companies off guard. Your master retires or takes a job elsewhere. The moment that happens:

1. Your ability to pull new permits may be interrupted until the city confirms the license status and replacement process
2. Do not pull new permits in that city until the building department confirms the license status
3. Ask the building department how existing permitted jobs will be handled; do not assume they may continue under the old qualifier
4. You must register a replacement qualifying supervisor or Master of Record with the building department before resuming operations

If you don't have a backup plan — either the business owner holding a master credential themselves, or a second master on staff — a single resignation can shut down your permitting authority overnight.
