Cheyenne Runs Its Own Licensing Program

Wyoming has no state-level HVAC license, so the City of Cheyenne Compliance Department handles all mechanical contractor licensing under Wyoming Statute § 15-1-103(a)(xiii). If you want to pull permits, install equipment, or advertise HVAC services inside Cheyenne city limits, you need a Cheyenne-specific credential. An EPA 608 card, a Casper license, or a state business registration won't cut it.

Cheyenne uses a paired licensing structure: your business needs a Company Contractor License, and you must simultaneously register a Qualified Supervisor who holds an active individual trade license. The company cannot pull a single permit without an employed Qualified Supervisor of Record.

License Categories and Fees

The mechanical trade falls under the "Contractor License (Plumbing, HVAC, Refrigeration)" category:

Every field technician working on a job site must hold an individual trade credential linked to their employer's company license. Apprentice registrations are tied directly to the employing contractor and become invalid when employment ends.

Qualifying as a Master

The Qualified Supervisor (Master) pathway requires:

• Experience: At least four years as an apprentice, plus three years as a licensed journeyman — seven years of documented trade experience total
• Examination: Passing the ICC National Standard Master Mechanical exam (G29-N) or the Wyoming Association of Municipalities (WAM) equivalent, administered through Pearson VUE
• Documentation: Notarized experience verification letters from previous employers confirming exact hours, project scopes, and supervising license holders

For a Journeyman credential, you need four years of apprentice experience and a passing score on the ICC G31-N or equivalent exam.

Cheyenne does not accept self-reported experience. Every hour must be verified by a licensed supervisor who oversaw your work.

Insurance Requirements

Cheyenne enforces strict liability minimums:

• $300,000 per occurrence
• $600,000 total aggregate

Your insurance certificate must name the City of Cheyenne Compliance Department as the certificate holder. If you have employees, you also need proof of registration with Wyoming's monopolistic workers' compensation program — private workers' comp policies aren't accepted in Wyoming.

One notable detail: Cheyenne does not require a surety bond for specialty mechanical trades, unlike Gillette.

The OpenGov Portal

Cheyenne moved all contractor licensing to a digital-only system. Every application, renewal, and mechanical permit must go through the city's OpenGov portal. Paper applications are not accepted.

You'll submit your experience documentation, exam results, insurance certificates, and workers' comp proof through the portal. Plan for processing time — the Compliance Department reviews applications before issuing credentials, so submit a complete package.

Building Code Cycle

Cheyenne enforces the 2021 International Code Series, including the International Mechanical Code (IMC). If you've been working in a jurisdiction that follows an older code version — Laramie still runs 2018 codes — be aware that inspection standards differ. Installing a system to 2018 code standards in Cheyenne can result in a failed inspection and expensive remediation.

Working Outside Cheyenne City Limits

A Cheyenne license has no legal authority outside the city boundary. Unincorporated Laramie County (which surrounds Cheyenne) operates its own permitting system through the county Planning and Development Office's SmartGov portal. The county doesn't require a separate contractor license, but you must register your business, upload workers' comp documentation, and submit liability insurance before pulling county permits.

If a job site sits near the city boundary, verify the authority having jurisdiction before starting work. Some properties fall under Cheyenne's extra-territorial jurisdiction, where the city exercises planning authority beyond its formal limits. The building clerk at either office can confirm which entity controls permits for a specific address.
