Laramie's Code Administration Division

The City of Laramie Code Administration Division licenses all mechanical and trade contractors working within city limits. Like every Wyoming city, Laramie runs its own independent licensing program — a contractor license from Cheyenne or Casper has no legal authority here.

Laramie separates mechanical work into categories: Mechanical/HVAC, Refrigeration, and Gas Service. Each requires its own trade contractor license. Every business license holder must designate and maintain a Certified Supervisor holding a current City of Laramie Master or Supervisor certificate of qualification at all times. If your qualifying individual leaves the company, designate a replacement promptly so the business continues to have the required supervisor.

Fees and License Types

Laramie has the cheapest renewal fees of any major Wyoming city — $35 per year compared to Casper's $150. But the initial cost matches Casper at $300 for the company license.

The December 31 Hard Deadline

This is the detail that catches contractors off guard: every Laramie trade license expires on December 31, regardless of when it was issued. The renewal window opens November 15. If you miss the December 31 deadline — even by a single day — your license is void. You can't renew late. You must file a completely new application and pay the full initial fees again.

A contractor who gets licensed in November still faces the same December 31 expiration. Laramie doesn't prorate or extend based on issue date. Mark the renewal window on your calendar the day you receive your license.

Experience and Exam Requirements

The qualifying individual (Certified Supervisor) must meet these standards:

Master: A minimum of seven years of documented trade experience, verified through notarized Verification of Experience forms.

Journeyman: A minimum of four years of documented trade experience.

Both levels require passing the corresponding WAM (Wyoming Association of Municipalities) or ICC exam administered through Pearson VUE. You must submit an official test result showing "PASS" with your application — Laramie doesn't accept self-reported scores.

Insurance Standards

Laramie sets the highest insurance minimums of any major Wyoming HVAC market:

• $500,000 combined single limit (CSL) coverage

For context, Cheyenne requires $300,000/$600,000 and Casper requires $250,000/$500,000/$250,000. A $500,000 CSL policy may also meet other city thresholds, but confirm each jurisdiction's required policy structure and certificate wording before relying on it.

Your insurance certificate must name the City of Laramie as the certificate holder, and the policy must mandate at least 20 days' written notice to the city before any cancellation or non-renewal. If your insurer drops coverage without sending that notice, you may face licensing complications even if you replace the policy immediately.

Working at 7,200 Feet

Laramie sits at approximately 7,200 feet elevation — a detail that directly affects HVAC installations. Local mechanical inspections focus heavily on:

• Combustion air opening sizes — high altitude means less oxygen per cubic foot, so combustion air calculations change
• Wind-rated venting terminations — Laramie's exposure to sustained winds requires rated vent caps
• Cold-weather piping insulation — freeze protection standards are stricter than in lower-altitude Wyoming cities

If you're expanding into Laramie from a lower-elevation market like Casper (~5,100 feet), your standard installation methods may need adjustment. Failed inspections on combustion air or venting are common for contractors unfamiliar with high-altitude mechanical requirements.

Code Cycle

Laramie currently enforces the 2018 International Code Series. This is an older cycle than both Cheyenne (2021) and Natrona County (2024 IMC). The city plans to transition to the 2024 codes, but until that adoption happens, inspectors enforce the 2018 standards.
