Wyoming Contractor Reciprocity: Does Wyoming Accept Out-of-State HVAC Licenses?

Wyoming Doesn't Have Statewide Contractor Reciprocity

The short answer: Wyoming has no state-level HVAC or mechanical contractor license, so there's nothing to reciprocate at the state level. Every city runs its own licensing program independently, and a credential from one municipality does not by itself authorize work in another.

This catches contractors from states like Colorado, Montana, or Nebraska off guard. They assume a state-to-state reciprocity agreement exists — or at minimum that a license in one Wyoming city works statewide. Neither is true.

Casper's Reciprocal License Program

Casper offers a formal reciprocity path. If you hold an active, equivalent mechanical license in another Wyoming municipality, you can apply for a reciprocal Casper license at reduced fees:

• Contractor entity: $5
• Master or Journeyman individual: $50

The catch: you must submit documentation proving your home-city license is in good standing and that you passed an exam comparable to Casper's requirements (the ICC G29-N for masters, ICC G31-N or G29-N for journeymen). If your home city uses a different testing standard, include the comparable-exam documentation Casper requires for its monthly board review.

This program only works between Wyoming municipalities. An out-of-state license doesn't qualify.

What Other Wyoming Cities Require

For Cheyenne, Laramie, and Gillette, the reports describe a new local application process rather than Casper's reciprocal-fee path. Expanding into these cities means:

1. Submitting a new contractor license application with the full initial fee ($150–$300)
2. Registering your Qualified Supervisor or Master of Record with the local building department
3. Providing the insurance documentation required by the city, including a Certificate of Insurance naming the city as certificate holder where required, and meeting its specific liability minimums
4. Posting a $5,000 surety bond (Gillette)

Each city also requires the individual master credential holder to submit exam documentation under its own process. Confirm with the target building department whether an existing G29-N or equivalent pass will be accepted; the reports identify city-specific ICC and WAM pathways.

Electrical License Reciprocity Is Different

Wyoming's electrical licensing is the one trade regulated at the state level, through the Department of Fire Prevention and Electrical Safety. State electrical licenses do have limited reciprocity with certain other states, provided:

• The original license was obtained by passing a state exam (70% for journeyman, 75% for master)
• The license has been held in good standing for at least one year

If your HVAC work crosses into electrical territory — wiring dedicated circuits, connecting equipment to electrical service — you need a state electrical credential regardless of which city you're working in. That's separate from the municipal mechanical license.

Out-of-State Contractors

Coming into Wyoming from another state adds a layer of compliance beyond local licensing. The Wyoming Department of Revenue requires non-resident contractors to:

• Register the project within ten days of contract award
• Post a sales and use tax surety bond equal to 4% of the total contract value, or a $1,000,000 blanket bond for multiple projects

You also need to register with the Department of Workforce Services for Wyoming's monopolistic workers' compensation system — private carrier coverage from your home state isn't accepted.
