How to Start an HVAC Business in Delaware

Delaware does not make it easy to go from employed HVAC technician to independent contractor. The state separates technical competency from business authorization, and both are enforced by different agencies with different portals, different fees, and different timelines. Most new HVAC business owners underestimate the number of registrations required — there are six distinct regulatory layers between you and your first permitted job.

Here is the startup sequence in the correct order.

Step 1: Get Your EPA Section 608 Certification

This federal credential comes first because it is required for handling, purchasing, or recovering regulated refrigerants. For the Delaware application, the certification card must be uploaded for Master HVACR, Master Restricted-Refrigeration, and Master Restricted-Air Conditioning pathways.

EPA 608 testing is available through approved testing organizations across Delaware. The exam fee typically runs $20-$120, and the certification does not expire.

Step 2: Obtain Your State Trade License

Apply through the DELPROS portal for a Master HVACR or Master HVACR Restricted credential from the Delaware Division of Professional Regulation. The application fee is $173 (non-refundable), and the portal gives you six months to complete your submission before it deletes your file.

You qualify through one of two pathways:

• Pathway A: Journeyman Certificate from a registered apprenticeship program plus two years of post-apprenticeship experience under a licensed Master
