What Delaware Actually Requires

Delaware separates individual trade competency from business operating authority. You need both to legally pull permits and take jobs. The Division of Professional Regulation (DPR) handles the individual credential — a Master HVACR or Master HVACR Restricted license — through the DELPROS online portal. The Board reviews the application and authorizes eligible candidates to sit for the state exam; after passing, DPR issues the credential. Without an active credential, you cannot legally design, install, or modify mechanical and fuel gas piping systems under Title 24, Chapter 18 of the Delaware Code.

The state does not issue a standalone "HVAC license" in the way some states do. The credential is specifically called Master HVACR (unrestricted) or Master HVACR Restricted, and the restricted version comes in six specialties: Heating - Forced Air, Heating - Hydronic, Commercial Hood, Refrigeration, Air Conditioning, and Gas Piping.

Two Pathways to the Master License

Pathway A: Apprenticeship Completer

If you hold a Journeyman Certificate of Completion from a federally approved apprenticeship program, you need two additional years of post-apprenticeship work under a licensed Master. Time logged before your certificate date does not count — the Board only credits experience earned after the certificate was issued.

Pathway B: Seven Years of Experience (Bypass Route)

Without a journeyman certificate, you need seven years of supervised experience under a licensed Master. Once the Board reviews and approves your experience documentation, you sit for the Apprenticeship By-Pass Exam administered by Associated Builders and Contractors (ABC) Delaware before you can register for the state licensing exam.

Since March 2025, Master Restricted applicants under Pathway B only need to pass the bypass exam section relevant to their specialty — not the full exam.

The DELPROS Application Process

You start by creating a portal account on DELPROS and submitting a $173 non-refundable application fee. The portal allows you to save partial applications, but there is a hard six-month deadline: if the Board does not have your complete file within six months of when you initiated it, the system permanently deletes your application. You lose the fee and start over.

Experience proof goes through the Verification of Employment form, which your supervising Master must sign and mail directly to the Board. If a former supervisor is deceased or uncooperative, you can submit W-2s, employer affidavits, or Schedule C forms with a written explanation. The Board decides whether to accept alternate documentation.

Complete files are reviewed at the Board's monthly meeting on the second Tuesday. If your paperwork has a single error — a missing signature, a date discrepancy — the Board may defer your application to the following monthly meeting.

The State Exam

Once approved, your registration goes to ProV, the state's testing vendor. The exam costs $100, runs on computer, and is open-book (International Mechanical Code and International Fuel Gas Code are permitted references). The unrestricted Master HVACR exam has 100 questions and a four-hour time limit. You need 70% to pass.

Testing is available in-person at Dover, Newark, and Wilmington locations, or via remote online proctoring Monday through Friday, 8 AM to 4:30 PM.

If you fail three times, your application is invalidated. You must wait one full year from the third failure before reapplying as a new candidate.

Beyond the Individual License

Passing the exam gets you the trade credential, but you still cannot legally operate a business or pull permits. You also need a state business license from the Division of Revenue ($75/year through Delaware One Stop), contractor registration with the Department of Labor ($200–$500/year depending on project type), and county-level licensing and bonding wherever you intend to work.

New Castle County requires a $25,000 Statutory Compliance Bond and a $410 Permit Endorsed Contractor License. Wilmington requires a separate $120 municipal business license and a $3,000 surety bond. These local requirements stack on top of the state credentials — Delaware has no unified statewide building code office.

What This Means for Your Timeline

Most applicants need three to six months from starting their DELPROS application to holding an active Master license, assuming no Board deferrals or exam failures. Add another two to four weeks for business registration and local permitting.
