Delaware HVAC License Timeline — How Long the Process Takes

The Realistic Range: Three to Six Months

Most applicants need three to six months from starting their DELPROS application to holding an active Master HVACR or Master HVACR Restricted license. That assumes no Board deferrals, no exam failures, and no delays collecting third-party documents. A single complication can push the timeline past six months, and the DELPROS portal deletes incomplete applications at the six-month mark.

The timeline is driven by the Board's monthly meeting schedule. Since the Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners meets only once per month (second Tuesday), every delay that pushes you past one meeting costs you at least four full weeks.

Step-by-Step Breakdown

Step 1: Document Collection (2–8 weeks before DELPROS)

Gather everything before you open the DELPROS application. This is not a DELPROS step — it happens offline, before the six-month clock starts.

• Contact supervising Masters for Verification of Employment forms
• Locate your EPA Section 608 certification card
• Request out-of-state license verifications if applying through reciprocity
• Prepare fallback documentation (W-2s, affidavits) for any unavailable supervisors

For Pathway B candidates documenting seven years across multiple employers, this step alone can take two months.

Step 2: DELPROS Application Submission (1 day)

Create your portal account, submit the application, and pay the $173 fee. Upload all attachments. Confirm with each supervisor that their VOE form has been mailed to the Board.

The six-month DELPROS timeout clock starts now.

Step 3: Board Review (30–60 days)

Your complete file goes to the Board's next monthly meeting. Processing time depends on when your file was completed relative to the meeting date:

• A complete file may be reviewed at the next monthly meeting
• If it misses that meeting's intake cutoff, it waits until the next monthly meeting

After review, the Board either approves your application or defers it for additional documentation. A deferral costs one full month.

Step 4: Bypass Exam — Pathway B Only (variable scheduling; 1–2 weeks for score routing)

If approved under Pathway B, the Board authorizes you to register for the ABC Delaware bypass exam. Testing sessions are scheduled periodically, so availability varies.

After passing, ABC Delaware reports your score to the Board. This handoff takes one to two weeks. The Board then authorizes you for the ProV Master exam.

Step 5: ProV Exam Registration and Testing (availability varies)

ProV sends you a Candidate Information Bulletin with scheduling instructions. In-person appointments at Dover, Newark, or Wilmington depend on ProV availability. Remote proctoring through Examroom is another scheduling option.

You pay the $100 exam fee at registration.

Step 6: Score Reporting and License Issuance (up to 2 weeks for score routing; Board timing varies)

You receive your score immediately, but ProV transmits results to the Board over the next two weeks. The Board issues your license at its next monthly meeting after receiving the score report.

Where the Timeline Breaks

Board deferrals. The most common delay. A missing signature on a VOE form, a date discrepancy in your experience records, or a document that arrived after the Board's review deadline all push your file to the following month.

Supervisor delays. The VOE form depends on third parties. A supervisor who takes six weeks to respond eats a large chunk of your six-month window.

Exam failures. Each failed attempt adds at minimum the time to register for and take another available ProV session. A third failure triggers a mandatory one-year lockout.

Bypass exam scheduling. ABC Delaware does not offer the bypass exam on demand. If the next available session is three weeks out, that is three weeks added to your timeline.

The Business Registration Addition

After the trade license is issued, you still need business operating authority. Plan two to four additional weeks for:

• Division of Revenue business license through Delaware One Stop (can be instant for the temporary printable license)
• Department of Labor contractor registration (five to ten business days)
• County-level licensing and bonding (five to ten business days per jurisdiction)
