What DELPROS Is and Why It Matters

DELPROS is the Division of Professional Regulation's online portal used to apply for, renew, or verify a Master HVACR or Master HVACR Restricted license in Delaware. It handles the state application, renewal, and CE tracking; exam registration and testing are handled separately by ABC Delaware or ProV.

The portal sits under the Board of Plumbing, Heating, Ventilation, Air Conditioning and Refrigeration Examiners, which oversees all HVACR licensing in the state. Creating Your Account and Starting an Application

You register a user profile, then initiate an application for either Master HVACR (unrestricted) or one of the six Master HVACR Restricted specialties. The non-refundable application fee is $173.

DELPROS allows you to save incomplete applications and return to them, but the system enforces a strict six-month completion window. If all your required supporting documents — including employment verifications and any required EPA 608 card or apprenticeship certificates — are not submitted within six months of starting the application, DELPROS permanently deletes the file. You lose the fee and must start over from scratch.

This is the single most common reason applicants waste money and time. Third-party documents are the usual bottleneck: a former supervisor who takes weeks to sign the Verification of Employment form, or an out-of-state licensing board that is slow to send verification letters.

Tracking Your Application Status

Once submitted, your application sits in the Board's review queue. The Board meets on the second Tuesday of each month to review complete files. You can check your application status through the DELPROS e-License dashboard — it shows whether your file is still under review, has been approved to test, or was deferred for additional documentation.

If the Board defers your application (usually for a missing document or a discrepancy in your experience records), the deferral pushes you to the next monthly meeting. A single paperwork error costs you at least four weeks.

Using DELPROS for License Verification

DELPROS also serves as the public verification database. Anyone — homeowners, general contractors, county permitting offices — can look up a licensee's active credentials, disciplinary history, and license parameters through the public registry. County offices like New Castle County's Department of Land Use check this database before issuing Permit Endorsed Contractor Licenses.

This means your DELPROS profile needs to stay current. If your license shows expired or has an unresolved disciplinary note, permit approval may be delayed; confirm the status with the relevant permitting office.

The Board Review Cycle

The Board meets monthly, and its decisions affect everything from exam authorization to CE audit results. After passing the ProV licensing exam, the Board formally issues the license — ProV transmits scores within two weeks of the test date, and the Board processes the credential at its next scheduled meeting.

For license renewals, the Board's continuing education audit decisions also flow through DELPROS. The 5% random audit for timely renewals and the 100% mandatory audit for late renewals are both managed and tracked in the portal.

Getting Help When the Portal Breaks

DELPROS occasionally has technical issues — saved applications that do not load, document uploads that fail silently, or status displays that lag behind actual Board decisions. When this happens, contact the Board's administrative specialist directly rather than waiting. Do not assume a portal problem pauses the six-month deadline; a technical issue left unresolved can cost you your entire application.
