Most online resources list the DELPROS application fee and the exam fee as the "cost" of a Delaware HVAC license. That covers roughly $273; business registrations, bonds, and local permits add further costs before you can legally operate.

Delaware's multi-layered regulatory structure means fees come from at least four different government entities, and omitting any one of them means you cannot legally operate.

State-Level Fees

DELPROS application fee: $173. Non-refundable, due when you initiate your Master HVACR or Master HVACR Restricted application. If your application expires (the six-month DELPROS timeout) or gets denied, you pay this again.

ProV exam fee: $100. Paid directly to ProV when you schedule the Master licensing exam. If you fail and retake, you pay $100 each additional attempt.

Bypass exam fee (Pathway B only): varies. Administered by ABC Delaware for candidates without a journeyman certificate. Fees vary by testing location and session.

EPA Section 608 certification: $20–$120. Required before you can apply for an unrestricted Master HVACR license or a Master HVACR Restricted license in Air Conditioning or Refrigeration. For other restricted categories, check the current DELPROS attachment requirements. The cost depends on which approved testing organization administers your exam. This is a one-time federal credential that does not expire.

Business Registration Fees

These are mandatory for anyone operating independently — you cannot pull permits or take contracts with only the individual trade license.

Division of Revenue business license: $75/year. Processed through the Delaware One Stop portal. The annual fee is prorated based on the month you apply (applying in July costs less than applying in January). Must be renewed by December 31 each year.

Department of Labor contractor registration: $200–$500/year. The fee depends on the type of work: $200 for private construction only, $300 for public construction only, or $500 for both. After two consecutive years without labor law violations, you can switch to biennial renewal at a discounted rate ($300 for private, $500 for public).

Workers' compensation insurance: varies. Mandatory if you employ any W-2 workers. Premiums depend on your payroll, claims history, and classification code. Even sole proprietors without employees need to understand this requirement — some counties will ask about it during permit applications.

General liability insurance: varies. The minimum requirement for county-level licensing is $300,000 in coverage ($250,000 single occurrence / $500,000 aggregate for New Castle County). Premiums depend on coverage limits and business size.

County and Local Fees

Delaware has no unified statewide building code office. Each county and municipality charges its own licensing and bonding fees.

New Castle County: $400 license fee plus a $10 ICC Digital Access Fee ($410 total) for the Permit Endorsed Contractor License. You also need a $25,000 Statutory Compliance Bond — the bond itself is issued by a surety company, and its premium is separate from the bond amount and varies by underwriting.

City of Wilmington: $120 municipal business license for construction companies. Plus a $3,000 municipal surety bond; its premium is separate from the bond amount and varies by underwriting. If you have more than five employees within city limits, add a $15/month per employee head tax.

City of Dover: Business license fee calculated at 0.00046 of your aggregate gross receipts generated within city limits, with a $125 minimum.

City of Newark: $100 local contractor's license.
