How Casper's Mechanical Licensing Works

The City of Casper Community Development Department regulates all HVAC contracting through its Building Inspection Division. Casper runs one of the more structured licensing programs in Wyoming, with a nine-class system that separates mechanical, plumbing, electrical, and general contracting into distinct categories.

To legally pull mechanical permits and perform HVAC installations in Casper, your business needs a Mechanical/Plumbing Contractor license, and you must employ a full-time licensed Mechanical Master.

License Categories and Fees

The Contractor's Board of License and Appeals meets monthly to review applications. You must submit your complete package at least ten days before the next meeting, or it rolls to the following month.

Master Qualification Requirements

Casper accepts two paths to a Mechanical Master license:

Path 1: A federal certificate of completion from a recognized mechanical apprenticeship program, or

Path 2: Four years of experience in a Casper-licensed mechanical shop plus five years as a licensed mechanical journeyman or master — nine years of total documented experience.

Both paths require passing the ICC G29-N National Standard Master Mechanical exam. This is a 100-question, open-book test administered through Pearson VUE. You get four hours, and the reference materials are the International Mechanical Code (IMC) and International Fuel Gas Code (IFGC). Registration costs approximately $115 per attempt.

For a Journeyman license, you need either a completed federal apprenticeship or four years of experience in a licensed shop. The qualifying exam is the ICC G31-N (or G29-N — Casper accepts either for journeyman applicants).

You must submit official proof of your test results with your application. The Board won't process credentials without exam documentation.

Insurance Minimums

Casper's liability requirements break down differently than most Wyoming cities:

• $250,000 for personal injury or death of one person
• $500,000 for personal injury or death of all persons in a single incident
• $250,000 for property damage per incident

No surety bond is required. However, contractors with employees must provide proof of active registration with Wyoming's monopolistic workers' compensation program.

The Reciprocal License Program

Casper offers one of the few formalized reciprocity programs in Wyoming. If you already hold an active, equivalent mechanical license in another Wyoming municipality, you can apply for a reciprocal Casper license at reduced fees:

• Reciprocal contractor entity: $5
• Reciprocal Master or Journeyman individual: $50

The catch: you must prove your home-jurisdiction license is in good standing and submit documentation showing you passed an exam comparable to Casper's testing requirements. If your original license was issued without a comparable exam — some smaller towns issue credentials based on experience alone — the reciprocal application will be denied.

This program only works between Wyoming municipalities. Out-of-state licenses don't qualify.

Permit Process and Code Cycle

Once licensed, you pull mechanical permits through Casper's CSS Portal. Permit fees are valuation-based — projects up to $500 cost $25, with sliding increases for higher-value work ($25 plus $5 per $100 over $500 for projects between $501 and $2,000).

Casper enforces the 2021 International Mechanical Code. If you're expanding from a jurisdiction that follows older codes — Laramie still operates on the 2018 cycle — verify that your installation methods match the 2021 standards before scheduling inspections.

County Work Outside Casper Limits

Natrona County, which surrounds Casper, operates under its own rules through the Development Department. The county adopted the 2024 IMC under Resolution 88-24 — actually a newer code cycle than the city itself uses.

For non-owner-occupied mechanical work, the county's rules require a licensed contractor. Unpermitted mechanical work is classified as a misdemeanor carrying fines of up to $750 per day. Property owners performing work on their own residence are exempt from hiring a licensed contractor, except for three-phase electrical connections or spaces open to the public.
