Alabama Teacher Certification 2026 — What Changed This Year

Alabama's teacher certification rules changed meaningfully in 2026. The State Board of Education enacted a comprehensive overhaul of Chapter 290-3-2 of the Alabama Administrative Code in June 2026, implementing legislative mandates from Acts 2026-166 and 2026-605. If you're applying for initial certification, renewing an existing credential, or planning a career change into teaching this year, several of these changes directly affect your timeline and requirements.

New Lifetime Certificate for Retired Educators

Retired teachers with 25 or more years of service can now apply for a Lifetime Certificate. This provides a lifetime credential for qualifying retired educators instead of the standard certificate-renewal cycle.

This applies only to retired educators. Active teachers still follow the standard renewal process.

Mandatory Ethics Training for Renewals

For professional educator certificates expiring on or after June 30, 2027, the renewal process now requires completion of 10 clock hours of professional learning in educator ethics. This is a new requirement — previous renewal cycles did not include a specific ethics component.

If your certificate expires before June 30, 2027, you're not affected by this change. But if you're a first-year teacher on a provisional or conditional credential right now, your eventual standard certificate will fall under this requirement. Start accumulating ethics hours early rather than scrambling during your renewal window.

The ethics training must cover educator ethics specifically — general professional development hours in other areas do not count toward this requirement.

Streamlined Alternative and Career-Technical Pathways

The 2026 overhaul also streamlined several alternative and career-technical certification routes in response to ongoing teacher shortages in math, science, special education, and CTE fields.

This doesn't change the fundamental route structure — PCTF, CCTF, IEC, and TSEC pathways remain the core alternatives — but the changes affect how alternative and career-technical paths are administered.

Changes That Already Took Effect in 2025

Two significant changes from 2025 continue to affect 2026 applicants:

American Board (ABCTE) approval: As of March 2025, American Board became an approved ATPO in Alabama, giving career changers a third option alongside iteach and #T.E.A.C.H. At $1,450-$1,900, it's the cheapest approved alternative program.

Foundations of Reading test code transition: Effective September 15, 2025, the ALSDE transitioned the required reading assessment from the old Pearson test code 190 to the National Evaluation Series code 890. The content and passing score (233) remain identical, and the registration fee stays at $139. New registrations use code 890.

What Did Not Change

Several common assumptions about the 2026 overhaul need correcting:

• The 2.50 GPA threshold is unchanged. The standard minimum GPA for all certification routes remains 2.50, with the same no-rounding policy and the same alternate qualification options (5% increased Praxis score or six upper-level semester hours) for candidates between 2.00 and 2.49
• The $38 application fee is unchanged. The nonrefundable application fee has not been adjusted from the current rate
• The Praxis Core basic skills test remains eliminated. Alabama permanently sunsetted this requirement in 2022 — do not register for it
• The 60-day and 6-month rules are unchanged. You still have exactly 60 days to respond to a deficiency letter and six months to submit required test scores from the date of your eligibility letter

What This Means for 2026 Applicants

If you're starting the certification process in 2026:

• Your fundamental pathway options haven't changed — the same routes (traditional, PCTF, CCTF, IEC, TSEC) are available with the same entry requirements
• You have three approved ATPOs to choose from instead of two
• The Foundations of Reading exam uses code 890, not 190
• Plan for 10 hours of ethics training before your first renewal comes due
• District-sponsored applications may process slightly faster under the streamlined rules

The biggest practical change for most candidates is the addition of American Board as an approved ATPO, which introduces a lower-cost alternative certification option.
