Reciprocity Is a Review, Not a Transfer

The most common misconception relocating teachers have: holding a valid teaching license in another state does not automatically grant you an Alabama certificate. Alabama evaluates out-of-state credentials individually through its Certificate Reciprocity Approach. The ALSDE confirms that your existing license matches the grade band, degree level, and subject area of a comparable Alabama certificate before issuing one.

This matters practically because "comparable" has specific meaning. Your out-of-state certificate must be a standard professional credential — emergency, temporary, provisional, or vocational certificates from other states are not accepted as a basis for reciprocity.

What You Need

To apply for reciprocity, you'll submit:

• Official transcripts sent directly from your college/university (not candidate-submitted copies)
• A high-resolution color photocopy of your active out-of-state professional certificate
• Supplement EXP — a verification of out-of-state teaching experience, completed and signed by your previous employer's chief administrative officer or HR director. Your own resume or employment records don't count.
• Supplement CIT — citizenship verification with front and back copies of government-issued ID (Alabama driver's license, US passport, birth certificate, or naturalization certificate)
• Background check — a new Fieldprint fingerprint clearance at $46.20 (in-state) or $56.15 (out-of-state card processing), regardless of any background check you cleared in your previous state
• Application fee — $38 nonrefundable, paid through the AIM/ACE portal

All transcripts and score reports must come directly from the issuing institutions or testing agencies. The ALSDE rejects any documents submitted by the candidate personally.

The Testing Question

Here's the decision point that determines your reciprocity timeline: do you need to take Alabama's Praxis Subject Assessment?

If you can verify three or more years of full-time professional teaching experience in your certified subject area through the Supplement EXP form, the Praxis content test is waived. This is the standard experience-based testing exemption.

If you have fewer than three years of experience — or can't verify them through the required form — you must pass the Alabama-prescribed Praxis Subject Assessment in your content area. Registration costs $120–$170 through ETS, and you have six months from the ALSDE's eligibility letter to submit official passing scores.

Elementary and early childhood teachers transferring to Alabama face an additional requirement: the Pearson Foundations of Reading exam (test 890, $139) is mandatory for P–3, K–6, and Collaborative Special Education K–6 certifications. There is no experience-based waiver for this test.

Military Spouse Provisions

Active-duty military personnel, transitioning service members, and their spouses who relocate to Alabama under official military orders receive three specific protections under Act 2012-638:

1. Expedited review — The ALSDE must complete the evaluation and licensing decision within 30 days of receiving a complete application packet.
2. 360-day temporary teaching permit — The state board must issue a temporary permit valid for at least 360 days while processing the reciprocity application, allowing you to start teaching immediately.
3. Initial application fee waiver — The $38 application fee is waived for military personnel and their spouses, with the waiver application processed within 30 days.

If you're a military spouse, mention this status when submitting your application through AIM. The expedited timeline and fee waiver are statutory rights, not discretionary accommodations.

Processing Timeline

Standard reciprocity application processing takes 4 to 8 weeks from receipt of a complete packet. "Complete" is the key word — missing documents trigger a deficiency notice, and you have 60 days to respond before the application closes and the fee is forfeited.

The most common causes of delay:

• Transcripts still in transit — order these before you submit anything else, since institutions can take 2 to 4 weeks to process transcript requests
• Supplement EXP not completed by the right person — it must come from an administrator at your previous school system, not from you
• Score reports not designated — if you need to take the Praxis, designate ALSDE code 7020 as your score recipient during registration (adding it after the fact delays delivery)

Planning Your Move

If you're relocating to Alabama and want to teach, start the reciprocity process before you move when possible:

1. Order transcripts from your degree institution(s)
2. Request your current employer complete the Supplement EXP form
3. Get a high-resolution copy of your active out-of-state license
4. Register for the Fieldprint background check (out-of-state card processing available if you can't visit an Alabama Livescan site)
5. If you need the Praxis or Foundations of Reading, register and test before your move date
