Utah Teacher Background Check
The background check is the single most time-sensitive step in Utah teacher certification. Miss the 60-day fingerprint window, forget the correct agency code, or skip a required form, and you'll restart the entire process — potentially pushing your application past a district's contract deadline.
The USIMS Background Check Sequence
Every step begins in USIMS (usims.schools.utah.gov). You cannot start the background check before creating your account and obtaining your CACTUS ID.
Inside USIMS, you'll complete three mandatory items before scheduling fingerprints:
- Licensing questions — a series of disclosure questions about your criminal history and employment background
- FBI Privacy Act Statement — formal acknowledgment of the federal fingerprint processing procedures
- Utah Consent to Background Check — authorization for the state-level criminal records search
Once all three are submitted, USIMS generates a fingerprint authorization letter. This letter is your ticket to the next step — and it starts a clock.
The 60-Day Fingerprint Deadline
From the moment USIMS generates your fingerprint authorization, you have 60 days to complete fingerprinting. If you miss this window, the authorization expires, your profile is flagged, and you must restart the entire background check process from the consent forms.
This deadline isn't something you can extend by calling the licensing office. It's built into the system, and the clock runs regardless of holidays, backlogs, or scheduling difficulties.
In-State LiveScan Fingerprinting
If you're in Utah, you'll use an electronic LiveScan fingerprint site. Here's exactly what to bring:
- Your printed USIMS fingerprint authorization instructions
- A government-issued photo ID (driver's license, passport, or state ID)
- Your CACTUS ID number
- Payment for the site's processing fee
The technician must enter USBE Agency Code B1017 with the NCPA/VCA (National Child Protection Act/Volunteers for Children Act) reasoning code. If a different agency code is entered, contact the fingerprinting site and USBE before assuming the submission will attach to your educator licensing record.
Costs vary by location. Some reference points from the research:
- BYU McKay School of Education: $20 for non-students
- Logan Police Department: $25
- Utah County Sheriff's Office: $15
- Northeastern Utah Educational Services (NUES): varies
University-affiliated EPPs — like Southern Utah University — sometimes provide pre-filled fingerprint forms that simplify the appointment. Ask your program coordinator before scheduling independently.
Clearance takes 15–20 business days from the fingerprint appointment. During peak hiring seasons, processing may run slower due to volume.

Out-of-State FD-258 Fingerprint Cards
If you're applying from outside Utah and can't access a LiveScan site, you need a physical FD-258 fingerprint card. Visit your local police department or law enforcement agency and request the standard FBI-format card.
On the card, write your CACTUS ID in the Originating Case Agency (OCA) box. Include your full legal name, Social Security Number, date of birth, physical description, and both your signature and the technician's signature.
Mail the completed card to:

Processing takes up to 25 business days from the date USBE receives the card. Use certified mail or a tracking number — you want proof of delivery since the 60-day clock is still running.
What the Background Check Covers
Utah's educator background check runs through two databases:
- FBI criminal records via the National Child Protection Act screening
- Utah Bureau of Criminal Identification (BCI) state records
Once cleared, your fingerprints are enrolled in the FBI Rapback continuous monitoring system. This means your clearance doesn't expire after a fixed period — you remain in continuous monitoring indefinitely unless a disqualifying event occurs. You won't need to redo fingerprinting for future license renewals or endorsement applications.
UPPAC Holds
If your background check turns up a flag, the Utah Professional Practices Advisory Commission (UPPAC) may place a hold on your licensing record. When a UPPAC hold is active, the USBE licensing staff is legally prohibited from processing any licensing action — AEL, PEL, endorsement, or renewal — until the hold is formally cleared through administrative channels.
UPPAC holds require their own resolution process, separate from the standard licensing pathway. If you receive notice of a hold, the licensing office can explain the next steps, but in contested cases you may need legal counsel.
Timing It Right
The background check is one of the few certification steps you can complete entirely on your own, before securing a teaching job or enrolling in a preparation program. Starting early gives you a buffer against processing delays and keeps you ready to accept a position as soon as one opens.
The optimal sequence: create your USIMS account and submit the background consent at least 8–10 weeks before you plan to start applying for teaching positions. That gives you time to schedule fingerprinting, absorb the 15–25 day processing window, and resolve any issues before district hiring deadlines.
