For someone starting from scratch with a non-education bachelor's degree:

Start: Create a USIMS account, submit background check consent and Ethics Review, and schedule a LiveScan appointment.

While the 60-day window is open: Complete LiveScan fingerprinting and begin the four Canvas modules (self-paced — some people finish in a few days, others take several weeks).

After fingerprinting: Allow 15–20 business days for clearance. Continue the Canvas modules and, if needed, register for and take a Praxis content exam.

Once requirements are ready: Submit the AEL application through SM Apply and request official transcripts from your college (direct-from-source delivery to USBE).

What Causes Delays

Missed fingerprint deadline. The 60-day window from USIMS authorization to completed fingerprinting is strict. Missing it means restarting the entire background-check process and its clearance window.

Transcripts not sent direct-from-source. Since August 1, 2026, USBE requires all transcripts to come directly from the issuing institution. If you upload your own copy or send it through a third-party service that doesn't transmit directly, it won't be accepted.

Wrong agency code on fingerprints. Use B1017 exactly as instructed. If a different code is entered, contact the fingerprinting site and USBE before assuming the submission will attach to your educator record.

Peak season volume. During peak hiring seasons, graduating seniors, career changers, and out-of-state transfers may hit the system simultaneously, and processing times can stretch.

USIMS-to-CACTUS transition issues. The paused database migration between the legacy CACTUS system and USIMS has created intermittent profile-verification issues. If your record shows discrepancies, resolution requires direct contact with the licensing office.
