The most important fee in Utah teacher certification is the one that doesn't exist. The USBE charges no application fee for the Associate Educator License, Professional Educator License, or LEA-Specific License. Zero dollars through USIMS and SM Apply. The Unavoidable Costs

Fingerprinting costs vary by location. Utah County Sheriff's Office charges $15, BYU McKay charges $20 for non-students, Logan Police charges $25, and private LiveScan facilities may charge up to $35. Shopping around can save you $10–$20.

Assessment Fees

Not everyone pays these — they depend on your license area and endorsements:

A crucial money-saving detail: if you're enrolled in a Utah-based educator preparation program (university EPP or district APPEL), you're eligible for a state-funded voucher covering your first UFORA attempt. This benefit is often poorly communicated — ask your program coordinator or faculty advisor specifically about the UFORA voucher before registering.

Secondary and CTE AEL candidates can demonstrate content competency through either a Praxis exam or a bachelor's degree major in the subject area. If your degree already covers the content area, you can skip the exam entirely and save the exam fee.

Traditional University Route

If you're completing a degree, your tuition covers the preparation program. University tuition and program costs vary by institution, and graduate programs may cost more. But you're earning a degree — this isn't a certification-specific cost.

District-Sponsored APPEL

District-sponsored APPEL is a lower-cost alternative to private programs, but district charges or subsidies vary. Your state licensing costs still include third-party fingerprinting and any applicable exams; confirm any APPEL program charge with the sponsoring district.

Private Alternative Certification

Programs like iteach charge $4,000–$6,000 in tuition. WGU charges term-based tuition for its competency-based traditional preparation programs. These are legitimate options, but costs and timelines vary by provider and district.

The financial difference can be substantial: a career changer who secures a teaching job at a district with an APPEL program pays the applicable fingerprinting, exam, and program charges; the same person going through a private alternative program also pays the provider tuition range of $4,000–$6,000 plus applicable fees.

International Credential Evaluation

If your teaching degree was earned outside the U.S., you'll need a course-by-course transcript evaluation from a NACES or AICE member agency. MyIEE offers expedited three-day processing and provides a standard discount for Utah educators, but costs typically range from $150–$250 depending on the service and turnaround time.

License Renewal: Also Free

PEL renewal every five years costs nothing from the USBE. You need 100 clock hours of professional learning logged in USIMS, but the renewal itself carries no state fee. Some of those clock hours may cost money if you take paid courses, but many districts provide free professional development that counts toward the requirement.

Total Cost Comparison by Route
