The Credential Structure

School counselors in Utah hold a Professional Educator License with a school counselor endorsement. The license itself follows the same three-tiered framework as teaching credentials (PEL, AEL, LEA-Specific), but the preparation requirements are counselor-specific.

4. Complete your graduate program — your university's licensing officer submits the institutional recommendation to your CACTUS profile
5. Confirm and print your license through USIMS within 30 days of the recommendation

If you're transferring an existing school counselor credential from another state, the process runs through a License Equivalency Review (LER) on SM Apply. Your out-of-state credential must be a standard, renewable professional license — provisional or temporary certifications don't qualify for reciprocal review. Out-of-state counselors receive a professional license with an associate CCR endorsement and have three years to complete the professional CCR requirements.
