Utah Teacher Endorsement Requirements

Endorsements in Utah define exactly which subjects and grade levels you're authorized to teach. They attach to your existing educator license — PEL, AEL, or LEA-Specific — and adding one can open doors to higher-need positions, salary lane changes, or entirely new teaching assignments. How Endorsements Work

A Utah teaching license by itself doesn't authorize you to teach a specific subject. Endorsements do that. When you complete a university EPP or the APPEL program, you receive a license paired with one or more endorsements in your preparation area — "Mathematics 6–12," "Elementary Education 1–8," "Biology," etc.

Each endorsement has a USBE-published spec sheet — a document listing the specific competencies, coursework, and assessments required. Associate vs. Professional Endorsements

Endorsements come in two levels that parallel the license tiers:

An Associate Endorsement requires meeting at least the minimum competency thresholds defined in the spec sheet. For example, the Science Core Endorsement might require demonstrating competency in 3 out of 7 defined areas. This level lets you teach in the endorsement area but signals that you're still building toward full qualification.

A Professional Endorsement means you've satisfied all spec sheet requirements — every competency area, all required evaluations, and any applicable assessments. This is the standard expected for permanent placement.

For school counselors transferring to Utah, USBE issues a professional license paired with an associate CCR endorsement and a three-year window to complete the professional CCR requirements.

Adding a New Endorsement

If you already hold a Utah teaching license and want to add an endorsement in a new subject area, the process is:

1. Download the spec sheet for your target endorsement from the USBE endorsements page
2. Complete the required coursework and competencies — this may involve university courses, district-provided training, or documented professional experience depending on the endorsement
3. Pass any required exams — some endorsements require a specific Praxis test or content assessment
4. Submit an Endorsement Only application through SM Apply (usbelicensing.smapply.us)

The USBE reviews your documentation against the spec sheet and adds the endorsement to your CACTUS profile. No universal processing time is stated, so check the current USBE processing information after submitting.

CTE Endorsements: The New Framework

Career and Technical Education endorsements are undergoing a major structural change. The old career cluster endorsement model is being phased out. New applicants must qualify through one of two pathways:

Occupational Experience-Based: Requires a minimum of 3 years of full-time industry experience in the relevant field. This pathway is designed for professionals transitioning from industry to the CTE classroom — welders, IT professionals, healthcare workers, culinary experts, etc.

Competency-Based: Requires meeting specific competency standards defined in the new CTE spec sheets, which may include a combination of coursework, industry certifications, and demonstrated skills.

New applicants must use the updated pathways. If you hold an existing career-cluster endorsement, confirm with USBE how it applies before relying on it or adding another endorsement.

The School Counselor CCR Requirement

An important endorsement change took effect August 1, 2026: all Utah school counselors must now obtain a College and Career Readiness (CCR) endorsement to be considered fully qualified. New counselors entering the profession receive an associate CCR endorsement paired with their professional license, but they face a strict three-year window to complete the professional-level CCR requirements.

This affects both new graduates from school counseling programs and out-of-state counselors transferring to Utah. If you're in either category, the CCR timeline should be built into your first-year planning.

Endorsements and Salary

In many Utah school districts, each additional endorsement can affect your placement on the salary schedule — either through direct lane changes or by fulfilling continuing education requirements. The coursework you complete for a new endorsement often counts toward the 100 clock hours required for PEL renewal, and in some districts, toward salary lane advancement.
