The Facility Application and Management System (FAMS) is where every New York home daycare registration and license application lives — from initial submission through background checks, renewals, and ongoing compliance. It's also the system that trips up the most first-time applicants, because the interface assumes familiarity with OCFS terminology and the portal's workflow doesn't always match the order you'd logically expect.

Here's how to navigate it without getting stuck.

Getting Access to FAMS

You can't just create a FAMS account on your own. Access is gated behind the OCFS orientation:

  1. Complete the free online OCFS Child Day Care Orientation — takes approximately 1.5 hours and covers the legal responsibilities and financial realities of operating a regulated program
  2. Request an application package — after completing orientation, you submit a request through the OCFS website
  3. Receive your FAMS access link — OCFS emails a unique registration link tied to your application

That email link is what creates your FAMS login. You'll need a My.NY.gov account (New York's central government login system) to authenticate. If you don't already have one, set it up before completing the orientation so you're ready when the link arrives.

The Application Workflow Inside FAMS

Once you're in FAMS, the application is organized into sections that you fill out progressively. The system doesn't require you to complete everything at once — you can save progress and return.

Key sections include:

Program Information: Your program type (FDC or GFDC), address, proposed operating hours, planned capacity, and age ranges you intend to serve.

Caregiver Qualifications (OCFS-6002): Your education, experience, and qualifications for operating a child care program.

Caregiver References (OCFS-6003): At least three non-relative personal and professional references. FAMS provides the form template; references may be contacted by OCFS or ACS as part of the review.

Background Check Initiation: FAMS is where you initiate the Comprehensive Background Check (CBC) process for yourself and all household members aged 18+. The system walks you through the OCFS-6000 packet — the master background check form that covers the SCR check (LDSS-3370), Staff Exclusion List (OCFS-6022), and fingerprinting scheduling (OCFS-4930).

Training Verification: Upload or enter your 15-hour preservice training certificate, CPR/First Aid certifications, and Foundations in Health and Safety completion.

Home Floor Plan: Upload a sketch of your home's floor plan showing all program spaces, exits, and bathrooms.

Emergency Plans: Upload your written emergency evacuation plan and diagram.

Tracking Background Checks in FAMS

One of FAMS's most useful features is its real-time background check tracking. After you submit CBC packets for each household member:

  • The system shows the status of each screening layer (SCR, SEL, fingerprinting) for each person
  • An automated countdown clock displays when each clearance expires (maximum validity of five years)
  • When a clearance is within 364 days of expiring, FAMS sends a renewal notice automatically
  • The updated "Facility Letters" page consolidates clearance status notifications

This tracking eliminates the guesswork of "did my fingerprints come back?" — log into FAMS to check rather than calling OCFS.

The 90-Day Submission Window

An important FAMS constraint: you must submit all completed documents and clearances within 90 days of receiving your application package. If you miss this window, OCFS may terminate your application and you'll need to restart the process.

This deadline is the reason providers should front-load fingerprinting and training enrollment. Background checks (especially those involving out-of-state addresses) can take 4 to 8 weeks. If you wait until week 6 to schedule fingerprinting, you're risking the 90-day window.

Recent FAMS Updates

FAMS has undergone significant updates in 2026 that affect how providers interact with the system:

  • June 2026 release: Operators can now directly input open childcare slots and fee rates into FAMS, which automatically syncs with the state's public childcare locator tool. This means families searching for care on the OCFS website can see your availability and pricing without you needing to maintain a separate listing.
  • August 2026 release: Fingerprint alert notifications have been consolidated into the updated "Facility Letters" page within FAMS, replacing the previous scattered notification system.

These updates make FAMS more functional as an ongoing management tool, not just an application portal. Once your program is active, you'll use FAMS for background check renewals, training log updates, and capacity reporting.

Common Sticking Points

Based on typical applicant experiences, these are the FAMS issues that cause the most friction:

  1. 28-year address history errors: The SCR check requires a gap-free 28-year residential history for each person screened. Gaps or inaccuracies can delay processing and send the form back for correction.

  2. Household member confusion: The system requires CBC packets for everyone aged 18+ in the home, not just caregivers. Forgetting a household member delays the entire application.

  3. Upload format issues: FAMS accepts specific file formats for uploaded documents. Check the accepted formats before scanning and uploading — a rejected upload doesn't always generate a clear error message.

  4. My.NY.gov authentication: If you have trouble logging in, the issue is usually with the My.NY.gov account (MFA settings, expired passwords) rather than FAMS itself. Resolve authentication issues through the My.NY.gov support portal, not OCFS.

  5. Saving progress: FAMS sessions can time out. Save frequently, and don't rely on the system to auto-save incomplete sections.
