FAMS OCFS Login
FAMS access is administered by New York's Office of Children and Family Services (OCFS) and may use the state's NY.gov sign-in service. If you're staring at a login screen and can't get in, or you're trying to access FAMS for the first time and aren't sure where to start, here's the full breakdown of how the login works, what goes wrong, and how to fix it.
How FAMS Login Works
FAMS (Facility Application and Management System) is the NYS OCFS portal for authorized child-care users. Its access is invitation- or authorization-controlled; the sign-in step may take you to My.NY.gov and then return you to FAMS.
Use the NY.gov ID associated with your FAMS invitation or program access. A generic NY.gov account by itself does not grant access to FAMS.
Start with the OCFS FAMS information page or the FAMS portal. If the portal says that you entered without a token, use the link in the email you received from OCFS. Keep that original message available rather than relying on a post-login URL bookmark. If FAMS sends you to NY.gov sign-in, sign in there and follow the prompts back to FAMS.
First-Time Access: You Can't Just Create an Account
This is where most confusion starts. You can't create FAMS access just by signing up for a generic NY.gov account. Even if you already have a NY.gov ID, FAMS access still has to be issued or linked by the applicable OCFS process.
For a new home-daycare application, the usual sequence is:
- Complete the free OCFS Child Day Care Orientation if it is required for your application path
- Request the initial application through the current OCFS instructions after completing the orientation
- Watch for the FAMS access email — it contains the link or instructions for your application
- Follow that email's instructions to sign in with the requested NY.gov ID or create one if directed
The link or invitation is what connects your NY.gov identity to the authorized FAMS application or program. Without that authorization, there is no manual “add FAMS” step in NY.gov.
If you completed the orientation but never received the email, check your spam or junk folder and confirm that OCFS has the right email address. If it is still missing, contact your program's regulator or OCFS regional office; NYC applicants may have a different local regulator. Existing providers, staff, volunteers, and household members may receive different FAMS instructions from the program or regulator. Do not assume that the new-applicant sequence applies to every FAMS user.
Logging In After Initial Setup
Once your access is linked, the login process on subsequent visits is usually:
- Start from the original FAMS invitation link or the current FAMS portal
- If prompted, continue to the NY.gov sign-in page
- Enter the NY.gov ID and password associated with your FAMS access
- Complete any additional authentication step your account requires
- Follow the return link to FAMS; the screen you see depends on your role and access
Sessions can expire after inactivity. If you are sent back to a sign-in page, authenticate again. Save or submit work within FAMS as you go rather than relying on an unsaved page surviving an expired session.

Common Login Problems and Fixes
Most problems are either a NY.gov credential issue or a FAMS authorization/access issue. Use NY.gov's recovery tools for credentials; use your regulator or OCFS's FAMS support route for missing invitations, role access, or application-specific problems.
"Invalid username or password"
The most common issue. Troubleshooting order:
- Check caps lock — My.NY.gov passwords are case-sensitive
- Try the "Forgot Password" flow on NY.gov — this resets the NY.gov credential used for sign-in
- Confirm you're using the correct NY.gov ID — use the account associated with the original FAMS invitation or program access, not a duplicate account created for another purpose
Account locked after failed attempts
Repeated failed attempts can trigger an account lockout or recovery requirement. Do not keep guessing at the password, especially if an application deadline is approaching.
Use the official NY.gov password-recovery flow. If you cannot recover the credential, contact NY.gov support; if the credential works but FAMS still refuses access, contact the program's regulator or OCFS FAMS support.
"Access Denied" or FAMS doesn't appear after login
You've logged into My.NY.gov successfully, but FAMS either shows an access denied message or doesn't appear in your service list. This typically means one of three things:
- Your FAMS invitation was not completed — use the link and instructions in the OCFS email; if the message is missing or no longer works, ask the regulator for the next step
- The link was completed with a different NY.gov ID — access is tied to the identity and authorization used for the application or program
- Your application is closed or outside its completion window — new applications commonly have a 90-day completion requirement after the application is received; ask the regulator to confirm the current status rather than assuming a new login will fix it
For any of these scenarios, contact the program's regulator or the appropriate OCFS regional office. They can confirm whether the application or access record is still active and tell you whether a new invitation is needed.
Multi-factor authentication issues
If your NY.gov account requires an additional authentication step and you lose access to the device or method, use the NY.gov account-recovery instructions. FAMS support cannot change the NY.gov credential or authentication method for you.
Do not share your password or one-time authentication code with anyone claiming to provide FAMS help.
Browser and Device Considerations
FAMS is a web application that runs in your browser. A few technical notes that affect the login experience:
- Clear site data or try a private window if you are seeing a redirect loop or a stale sign-in page
- Use a current, supported browser and update it if the page is not rendering correctly
- If the application interface is difficult to use on a phone, try a desktop browser for the document and application workflow
After You Log In
Once inside FAMS, the screens available to you depend on your role. You may see application or background-check status, outstanding tasks, required documents, or program messages. If you are returning to a previously started application, check its status and outstanding tasks; do not assume that an unsaved page was retained after a session expired.
Key things to check immediately after logging in:
- Background check status — if your role includes this workflow, review the status of the relevant Comprehensive Background Check components
- Document upload status — verify that previously uploaded files are still showing as received
- Any new messages or notifications from OCFS — the system may flag missing documents or request corrections
If anything looks wrong — missing uploads, changed statuses, or unfamiliar notifications — take screenshots before making changes. Having a record of the discrepancy helps if you need to contact OCFS about a system issue.
