What the NYC Master Plumber License Actually Authorizes

The Licensed Master Plumber (LMP) credential issued by the NYC Department of Buildings is the only license that allows you to pull plumbing permits, sign off on installations, and run an independent plumbing contracting business within the five boroughs. Registered Journeymen can perform physical work, but only under a master plumber's direct and continuing supervision. Without the LMP, you cannot contract directly with clients, file permit applications, or take legal responsibility for code compliance on any job.

As of February 23, 2026, the DOB no longer accepts walk-in transactions or paper applications for master plumber credentials. Every step — from exam registration to final business approval — must go through the DOB NOW: Licensing portal.

Experience Requirements

The standard pathway requires a minimum of seven years of full-time experience in plumbing system installation, design, and planning within the ten years preceding your application. At least two of those seven years must be spent working as a registered NYC Journeyman Plumber.

Two alternative pathways reduce the experience threshold:

• Mechanical engineering degree holders — A Bachelor of Science in Mechanical Engineering from a program registered by the New York State Department of Education reduces the requirement to five years within the preceding seven, with at least two years completed in NYC.
• Licensed Professional Engineers and Registered Architects — A valid NY PE or RA license reduces the requirement to three years within the preceding five, with at least one year in NYC.

All experience must occur under the direct supervision of a licensed master plumber in the United States.

The Application and Exam Sequence

The NYC master plumber licensing process follows a strict chronological sequence with hard deadlines:

Step 1 — Written Exam Application. Submit an online exam application through DOB NOW: Licensing and pay the $585 fee. Once approved, CPS HR Consulting (the DOB's third-party test vendor) sends scheduling instructions, and you sit for a multiple-choice written exam at a Pearson VUE testing center. The passing threshold is 70%.

Step 2 — Practical Exam Application. Within 24 months of passing the written exam, apply for the practical exam through DOB NOW and pay the $530 fee. First-time applicants must submit their practical application within 60 days of the written passing notice. The practical exam tests pipe-joining, system layout, and testing skills. If you fail, you must wait at least 90 days before reapplying, and your retake must still fall within the original 24-month window from the written pass date.

Step 3 — Background Investigation. Within one year of passing the practical exam, submit a complete background packet through DOB NOW. This phase costs $500 and requires:

• LIC51 License Application
• LIC62 Physical Exam Form (completed by a physician within 90 days of filing)
• Notarized Background Investigation Questionnaire
• Sealed Experience Verification Forms (EVFs) signed by every supervising master plumber
• Certified, itemized Social Security History of Earnings organized by employer
• Recent pay stubs or W-2 forms
• Business entity documentation (see below)

Step 4 — License Issuance. Pay the $200 license issuance fee and $50 seal fee to activate your credential.

Business Entity Requirements

The DOB requires master plumber applicants to demonstrate a compliant business structure before issuing the license. If you're forming a corporation, the licensed master plumber must serve as an officer and hold a controlling interest of at least 51%. For LLCs, the licensee must be designated as a managing member in the operating minutes. Sole proprietors must file a Business Certificate with the County Clerk and submit a personal liability affidavit.

Total Fee Breakdown

The exam fees are non-refundable. If you're rejected during the background phase because of documentation issues — mismatched SSA earnings, incomplete EVFs, or unverified employment gaps — the background phase can delay or prevent issuance after you've already paid its $500 fee.

The Most Common Failure Point

The exam isn't where most candidates get stuck. The background investigation is. Boards reject applications when the employer names on your Experience Verification Forms don't match the corporate names on your SSA Detailed Earnings Report. Unexplained gaps in employment, incomplete notarization, and EVFs signed by HR rather than the actual supervising master plumber are all grounds for rejection.

Renewal

NYC Master Plumber licenses renew on a triennial (three-year) cycle. The renewal fee is $225 ($150 for the license, $75 for the seal). You'll also need a current LIC62 physical exam form and updated insurance certificates at renewal time.
