NYC Journeyman Plumber Registration: Requirements, Experience, and Permit Limits

What a Journeyman Registration Means in NYC

Registered Journeyman Plumber is the first formal credential the NYC Department of Buildings issues to plumbing trade workers. It authorizes you to perform hands-on plumbing installation, maintenance, and repair — but only as an employee working under the direct and continuing supervision of a Licensed Master Plumber (LMP).

The distinction matters more than most people realize. A journeyman registration is not a license to operate independently. You cannot pull permits, sign off on inspections, contract directly with clients, or start your own plumbing business as a journeyman. Only a Licensed Master Plumber can do those things in New York City.

Who Can Pull Plumbing Permits in New York?

This is the question that trips up a lot of working plumbers and general contractors. In NYC, only a Licensed Master Plumber — or a registered business entity with an LMP as an officer — can file plumbing permit applications with the DOB. Journeymen cannot pull permits under their own name, regardless of how many years of experience they have.

General contractors holding a Home Improvement Contractor (HIC) license from the Department of Consumer and Worker Protection face the same limitation. The HIC credential covers minor non-structural tasks like replacing a washer or resetting a fixture, but it explicitly excludes any alteration to water supply lines, waste stacks, vent systems, or gas piping. Those jobs require a permit that only an LMP can file.

If a general contractor takes on a project that includes structural plumbing, they must subcontract the plumbing work to an independently licensed master plumber.

Experience Requirements for Journeyman Registration

The DOB offers two pathways to journeyman registration:

Path 1 — Apprenticeship completion: Complete a NYSDOL-registered plumbing apprenticeship program (typically 8,000 to 10,000 hours over four to five years) and document at least one additional year of full-time experience under a licensed master plumber in New York City.

Path 2 — Field experience: Accumulate at least five years of full-time experience performing plumbing work under the direct and continuing supervision of a licensed master plumber, with at least one year of that experience completed within the five boroughs.

All candidates must be at least 18 years old, demonstrate English literacy, and pass a physical fitness evaluation.

The Registration Application

Registration is handled entirely online through DOB NOW: Licensing. The non-refundable application fee is $50. You'll need to upload scanned PDFs of:

• Photo identification
• Original Social Security card
• NYSDOL apprenticeship Certificate of Completion (if using Path 1)
• Typed, notarized Experience Verification Forms (EVFs) sealed by every NYC-licensed master plumber who supervised your work
• Certified Social Security History of Earnings organized by employer (company name, not just amounts)

The EVFs are the most important documents in the packet. Each form must detail your exact duties, work hours, job titles, and employment dates. The DOB rejects EVFs signed by Human Resources or by the applicant — they must be signed by the actual supervising master plumber.

What Happens After Registration

Unlike the master plumber license, a journeyman registration does not require a written or practical exam. Once the DOB approves your application and documentation, you receive your registration.

NYC Journeyman registrations are progressive — they do not carry a standard expiration date and do not require continuing education. Your registration remains active as long as you don't trigger a revocation through code violations or misconduct.

The Journeyman-to-Master Timeline

Your journeyman registration is a prerequisite for the master plumber license. The standard master pathway requires seven years of total experience, including at least two years spent working as a registered NYC Journeyman Plumber. So the earliest you could apply for the master exam is two years after receiving your journeyman registration — assuming your total experience already meets the seven-year threshold.
