Buffalo Runs Its Own Licensing System
The City of Buffalo operates independently from Erie County when it comes to plumber licensing. The Division of Licenses within the Department of Permit & Inspection Services issues all plumbing credentials, and the Examining Board of Plumbers administers the exams. This is a city-level system — not a county or state program.
Buffalo uses an hours-based experience model rather than the years-based approach common in NYC and Long Island. The total hours you need depend on which of the three license categories you're pursuing.
Three License Categories
Buffalo offers more granularity than most New York jurisdictions. Instead of a simple journeyman/master split, there are three distinct credentials:
Journeyman Repair Plumber
This is the entry-level credential, restricted to minor maintenance work. You cannot perform new installations or alterations to plumbing systems.
- Experience: 3,000 documented hours working under a master plumber
- Exam fee: $40
- License scope: Minor repairs and maintenance only — no new installations, no permit-pulling authority
Journeyman Plumber
The standard journeyman credential authorizes full hands-on plumbing installation and repair work under a master plumber's supervision.
- Experience: 8,000 documented hours working under a master plumber
- Exam fee: $40
- License fee: $94
Master Plumber
The master credential is the only one that authorizes independent contracting, permit filing, and supervision of other plumbers.
- Experience: 6,000 additional documented hours working specifically as a registered journeyman plumber employed by a licensed master plumber (on top of the 8,000 journeyman hours, bringing the total to 14,000 hours)
- Exam fee: $210
- License fee: $500
- Annual renewal deadline: September 30
The Hours Documentation Requirement
Buffalo's hours-based system means your application lives or dies on documentation. You must provide detailed records showing exactly how many hours you worked, for which master plumber, and over what time period. The Examining Board reviews these records against your submitted application.
Applications must be submitted directly to the Examining Board of Plumbers at Room 312, City Hall. Unlike NYC's DOB NOW portal, Buffalo still uses a physical submission process.

What About Erie County?
Buffalo's license covers work within city limits only. Adjacent towns in Erie County — such as West Seneca, Clarence, and Cheektowaga — operate completely independent licensing boards with their own testing requirements and fee schedules.
West Seneca, for example, requires a $130 exam fee and a $125 annual renewal fee for its master plumber license. The experience requirements and exam content may differ from Buffalo's standards.
If you plan to work across Buffalo and surrounding Erie County towns, you'll need to apply to each municipality separately. There is no reciprocity agreement equivalent to Nassau County's Tri-Town system in this region.

These fees are significantly lower than the NYC pathway, where exam costs alone total $1,115. But the hours threshold is among the highest in the state — 14,000 total hours for the master credential, compared to NYC's seven-year experience standard.
Insurance and Bonding
Licensed master plumbers in Buffalo must maintain general liability insurance, workers' compensation, and disability coverage. The specific coverage minimums are set by the city and must name the City of Buffalo as the certificate holder. Insurance certificates are reviewed during the application process and at each annual renewal.
