North Carolina Plumbing License Renewal

Missing the renewal deadline on your NC plumbing license doesn't just mean a late fee. Let it lapse long enough and you lose the license entirely — the board retires it after more than three consecutive years, and the only path back is retaking the exam from scratch. The renewal process itself is straightforward, but the consequences of ignoring it are disproportionately harsh.

Deadlines and Fees

All NCPHFS plumbing licenses expire on December 31 each year. The renewal window opens on October 1, giving you a three-month window to complete the process.

• Contractor and RLP licenses: $150 annual renewal fee
• Technician licenses: $75 annual renewal fee

How to Renew Online

The NCPHFS processes renewals through the online portal at public.nclicensing.org. The process involves:

1. Log in with your license credentials
2. Complete the mandated Public Notice Statement — an annual attestation regarding your workers' compensation coverage and employee classification practices
3. Pay the renewal fee

The Public Notice Statement is not a formality. It's the board's mechanism for enforcing the W-2 employment mandate. You're attesting that all employees working under your license are properly classified as W-2 workers with appropriate tax withholding and workers' compensation coverage. Falsifying this attestation exposes you to board discipline.

Paper renewal forms are also accepted for licensees who can't use the online portal, but processing takes longer.

No Continuing Education Requirement

Here's a detail that surprises plumbers coming from other states: standard NCPHFS plumbing licenses (Technician and Contractor) have no continuing education requirement. You don't need to complete CE hours to renew. Just pay the fee and file the attestation.

The one exception: if you also hold an SP-PH (Special Restricted Plumbing and Heating) electrical license through the NC Board of Examiners of Electrical Contractors, that license requires 4 hours of annual continuing education, including at least 2 hours in a face-to-face classroom setting. But that's a separate license under a separate board — your NCPHFS plumbing renewal doesn't involve CE.

The Three-Year Retirement Rule

This is the penalty that catches people off guard. If your plumbing license remains expired for more than three consecutive years, the NCPHFS retires it. A retired license cannot be reactivated by paying back fees. The only way to get it back is to reapply as a new applicant — submit a fresh exam application, pay the $150 exam fee, gather new employer verification statements, pass the exam again, and pay the activation fee.

For a contractor who let their license lapse during a career break, that means spending $300+ in state fees and months of preparation to recover a credential they already earned and held. If you're taking time away from the trade, renewing at $150 per year is far cheaper than re-earning the license from scratch.

What to Do If Your License Just Expired

If you're within the three-year window, contact the NCPHFS office in Raleigh to confirm your reinstatement options and any accumulated fees. The sooner you act after the December 31 expiration, the simpler the process.
