NC Plumbing License Online Application

The NCPHFS Board accepts license exam applications through its secure online portal at public.nclicensing.org — but "online" doesn't mean instant. The portal collects your information and payment, but several required documents still involve outside services and physical mail, and the Board's review takes weeks, not minutes.

Starting the Application

You can apply through either the interactive portal or a paper application downloaded from the Board's forms page. The online portal is faster for the parts it handles (personal information, fee payment, classification selection), but both routes require the same supporting documents.

Choose your target classification before starting:

• Plumbing Technician Class I — 3,000 hours of hands-on experience, commercial and residential scope
• Plumbing Technician Class II — 2,500 hours, residential only
• Plumbing Contractor Class I — 4,000 hours, all scopes
• Plumbing Contractor Class II — 4,000 hours, residential only
• Restricted Limited Plumbing (RLP) — 1,500 hours, exterior sewer and water service

The $150 exam application fee is non-refundable. If your application is rejected for missing documents or insufficient hours, you don't get the fee back. This is the single biggest reason to verify your eligibility before submitting.

The Background Check

Every applicant must submit a certified criminal background check through CastleBranch. This is a third-party service — you order the check directly from CastleBranch, and it's formatted for transmission to the NCPHFS Board.

The background check takes a few business days to process. Order it before you start the application so the results are ready when the Board reviews your package. A clean background check doesn't guarantee approval, and a record doesn't guarantee denial — the Board evaluates each case individually.

Required Supporting Documents

The application itself is the easy part. These supporting documents are where most delays happen:

Notarized employer statements. Every supervising licensee you've worked under must complete the "Current / Past North Carolina Licensed Employer Statement" form, documenting your exact dates of employment, trade duties performed, and total accumulated hours. Each statement must be signed in the presence of a notary.

W-2 records. Tax documents confirming you were a W-2 employee (not a 1099 contractor) during the periods claimed. The Board cross-references these against the employer statements.

Academic transcripts (contractor applicants only). If you're substituting classroom hours for field experience (up to 2,000 of the 4,000 required hours), request official transcripts sent directly to the NCPHFS from your community college or technical school.

After You Submit

The Board reviews complete application packages — not partial ones. If any document is missing, your application sits in queue until you provide it. The typical review cycle takes several weeks.

Watch your email (including spam folders) for one of two responses:

• Notice of Eligibility — you're approved to schedule the exam. This letter contains your unique candidate/exam ID and starts a 90-day authorization window to take the test through PSI.
• Deficiency notice — the Board identified missing or insufficient documentation. Address the issues immediately and resubmit.

There's no way to expedite the review. The Board processes applications in the order received, and calling to check status doesn't move yours forward. What does help: submitting a complete package the first time, with every employer statement notarized, every transcript ordered, and the background check already in process.
