State License First, Then the City
Working as a contractor in New Orleans requires two separate layers of authorization. The LSLBC state license grants legal authority to act as a contractor in Louisiana. The City of New Orleans — through the Department of Safety and Permits — controls who can actually break ground within Orleans Parish.
Holding a state license without local registration means you're not authorized to pull permits or start construction in the city. Holding local registration without a state license means you're operating unlicensed at the state level. You need both.
Registering Through One Stop App
The City of New Orleans routes all contractor registration through its digital One Stop App portal. This is where you'll apply for local permits, submit plans, and manage your local contractor registration.
Registration requires your active LSLBC state license information. The city verifies your state licensing status as part of the local application process.
For mechanical and electrical trades, New Orleans maintains its own local classification system — including Class A Mechanical and Class A Electrical designations — separate from the LSLBC's specialty trade categories. Electrical, mechanical, and plumbing contractors working in the city may need to satisfy both the state and local trade classifications.
Occupational License Tax
Every contractor operating in Orleans Parish must obtain a parish occupational license. The initial temporary occupational license fee is $50. If you're running a home-based contracting business, you'll also need a Certificate of Occupancy costing $190.
The occupational license tax is an annual obligation tied to your business's gross receipts — it's not a one-time fee. Renewal and adjustment happen based on your reported revenue.

Building Permits and Plan Review
Before starting any construction project in New Orleans, you need a building permit from the Department of Safety and Permits.
Residential projects go through a plan review process that typically takes 5 to 15 business days. Building permit fees start at $60 base plus $5 per $1,000 of construction value.
Commercial projects — including interior tenant build-outs — require submitting structural and architectural drawings with live professional seals. Plan review for commercial work averages 15 to 45 business days, significantly longer than residential.
Electrical, mechanical, and plumbing scopes each require separate trade-specific permits with plan reviews averaging 5 to 10 business days.
Zoning Clearance
New Orleans requires zoning clearance before issuing building permits. If your project involves a change of use, a residential addition, or any work in a historic district, the zoning review adds time to the process. The Department of Safety and Permits evaluates projects against the city's Comprehensive Zoning Ordinance.
For contractors working in historic neighborhoods — the French Quarter, Garden District, Marigny — expect additional review layers. The Historic District Landmarks Commission may need to sign off before a building permit is issued.
Roofing Permits
Under the city's local rules, a re-roofing permit is required if you're replacing 50% or more of the roof covering. This is a local permit requirement on top of the state-level Act 422 roofing license mandate. Between the $7,500 state threshold and the city's 50% replacement rule, roofing contractors in New Orleans are navigating both regulators simultaneously.
What Catches Out-of-Parish Contractors
Contractors who hold an LSLBC license and work primarily in other parishes often assume New Orleans follows the same local process. It doesn't. The One Stop App system, the local trade classifications, and the plan review timelines are specific to Orleans Parish. Each parish in Louisiana has its own permitting infrastructure — New Orleans just happens to have one of the most complex.
