The Two-Layer Problem

Your LSLBC state license authorizes you to operate as a contractor in Louisiana, but it does not by itself satisfy Jefferson Parish's occupational-tax, local-registration, and permitting requirements. The parish has its own occupational license tax, contractor registration, and permitting system that runs independently of the state board. Skipping the local layer is the fastest way to get a stop-work order on an otherwise perfectly legal project.

Jefferson Parish is the second-most-populous parish in Louisiana, covering Metairie, Kenner, Gretna, Harvey, and Marrero. With a mix of post-Katrina rebuilds, commercial strip redevelopment, and steady residential renovation demand across the East Bank and West Bank, it is one of the busiest permitting jurisdictions outside New Orleans.

Jefferson Parish Occupational License

To work through Jefferson Parish's permit process, you need an occupational license from your Louisiana jurisdiction of domicile. If that jurisdiction does not require one, Jefferson Parish requires you to register with the Jefferson Parish Sheriff's Office Occupational License Division. This local business-tax and registration layer is separate from your state license. Parish occupational-license tax matters are handled by the Bureau of Revenue and Taxation at 200 Derbigny St., Suite 1200, Gretna.

For local filings, have your state license, the occupational license or registration applicable to your business, the Louisiana Department of Revenue Sales Tax Registration Certificate required for parish permits and trades filings, and any insurance documentation the filing requires. Entity and federal-tax information may also be needed for the underlying business and tax registrations.

Renew annually. Jefferson Parish occupational-license-tax renewals are due January 1 and become delinquent March 1 — separate from your LSLBC renewal cycle.

Building Permits and Inspections

Jefferson Parish building permits are issued by the Building Permits Department, formerly the Department of Inspection and Code Enforcement (ICE). Commercial and residential permits each have their own application paths.

For residential work, submit your permit application with a site plan, scope of work, and your LSLBC and applicable local-registration information. Plan-review timing depends on project scope and the reviewing departments. For commercial projects, you'll need stamped architectural or engineering drawings for structural work.

Permit fees depend on the project and permit type; for repair and renovation work, Jefferson's published requirements base fees on contract or fair-market value, including materials and labor. Electrical, mechanical, and plumbing scopes require separate trade permits with their own inspections.

Jefferson Parish enforces the International Building Code and International Residential Code. Inspections are scheduled through the Building Permits Department, and the parish requires a final inspection sign-off before issuing a certificate of occupancy.

Flood Zone and Elevation Requirements

A significant share of Jefferson Parish lies within FEMA-designated flood zones. If your project falls in a Special Flood Hazard Area (including Zone AE or VE), check the parish's floodplain requirements and whether a certified elevation certificate is required for the project; local floodplain standards can be stricter than the minimum NFIP standards.

New construction and substantial improvements (where the cost of improvement equals or exceeds 50% of the structure's fair market value) must meet the parish's applicable elevation standards. This is one area where Jefferson Parish adds real complexity beyond what the state licensing process prepares you for: a contractor who doesn't check the flood zone before bidding can face permit denial, design revisions, and cost overruns.

What You Actually Need in Hand

The checklist for operating legally in Jefferson Parish:

• Active LSLBC state contractor license with the classification matching your project scope
• Occupational license from your Louisiana jurisdiction of domicile, or Jefferson Parish registration if that jurisdiction does not require one
• General liability insurance ($500,000 minimum under Act 757, effective August 1, 2026, for Residential Construction, residential subclassifications, Mold Remediation, and Home Improvement contractors)
• Workers' compensation coverage
• Project-specific building permit from the Building Permits Department
• Trade-specific permits (electrical, mechanical, plumbing) if applicable
• Elevation certificate when required by the parish's floodplain review

Missing any of these can delay work, trigger local enforcement, or lead to LSLBC action if the activity is unlicensed.
