Having an LSLBC state contractor license does not clear you to start building in Baton Rouge. East Baton Rouge Parish operates its own registration, bonding, and permitting layer that every contractor must navigate separately. Here is how the local system works.

Local Contractor Registration

Before submitting any permit application in East Baton Rouge Parish, state-licensed contractors must register with the local Permitting and Development Division through the MyGovernmentOnline portal. This registration verifies your active LSLBC license and links your business to the parish's permit tracking system.

Registration is a prerequisite — you cannot pull a building permit without it, regardless of how current your state license is.

The Occupational License Tax

East Baton Rouge Parish requires an occupational license tax filing from every contractor operating within its jurisdiction. The start-up fee is $50 if you register between January and June, or $25 for July through December. After your first 30 days of operation, the parish adjusts the tax based on your actual business volume.

This is not optional. The occupational license tax is a local revenue mechanism separate from state licensing fees, and failure to file can result in penalties and an inability to pull permits.

The $10,000 General Contractor Bond

Here is where Baton Rouge diverges sharply from the state level. The LSLBC does not require a statewide licensing bond — Louisiana is a "coverage state" that relies on insurance and net worth verification instead. But East Baton Rouge Parish requires local surety bonds:

• $10,000 for general contractors
• $5,000 for electrical, mechanical, and plumbing contractors

These bonds are purchased through a surety company, and the annual premium typically runs 1-3% of the bond amount depending on your credit and business history. A $10,000 general contractor bond usually costs $100-$300 per year.

This state-versus-local disconnect trips up many contractors who assume their LSLBC insurance filings cover everything. They do not.

Building Permits and Plan Review

Building permits in East Baton Rouge are issued through the Department of Public Works Permit & Inspection Division. The process varies by project type:

Residential projects require permit applications with basic drawings. For new construction, you also need a sewer tie-in permit from East Baton Rouge Parish Subdivision Engineering before the building permit will be issued.

Commercial projects require structural and architectural drawings, and plan review fees are calculated at 65% of the base permit fee. Review timelines vary by project complexity.

Permit fees are calculated based on project valuation, so the cost scales with the scope of work.

The City of St. George Distinction

If your project is located within the newly incorporated City of St. George (carved out of the southeastern portion of East Baton Rouge Parish), permitting is handled through a separate system — the GovMotus technical portal. St. George has its own permitting staff and requires distinct Change of Occupancy inspections for commercial structures.

This catches contractors off guard because the area was previously handled by EBR Parish. Check the project address before assuming which jurisdiction's permit office to contact.

3. File your occupational license tax with the Finance Department Revenue Division
4. Purchase the required local surety bond ($10,000 for GC, $5,000 for trades)
