Milwaukee Plumbing Permit Requirements

Having a valid Wisconsin plumbing contractor registration doesn't automatically let you pull permits in Milwaukee. The city runs its own registration and bonding system on top of the state credential, and skipping any step means a stop-work order.

The $10,000 Performance Bond

Milwaukee's Department of Neighborhood Services requires every plumbing contractor to file a $10,000 plumbing performance bond before pulling a single permit. This bond must be issued by a surety company licensed to operate in Wisconsin and renewed annually.

The performance bond guarantees two things: that you'll backfill and maintain any street or public excavation to the satisfaction of the Commissioner of Public Works for six months, and that you'll repair any sidewalk or curb settling defects for three years after the work is complete.

Without this bond on file at the DNS office, your permit application goes nowhere.

Liability Insurance Filing

Beyond the bond, Milwaukee requires a certificate of liability insurance filed directly with the City Attorney's office. The policy must show minimum coverage of $50,000 per person for injury or property damage.

This is separate from the state-level insurance requirement under SPS 305, which sets a $250,000 per-occurrence minimum for your DSPS contractor registration. You need both — the state policy for your contractor credential and the city filing for Milwaukee permit access.

All plumbing permits in Milwaukee go through the Department of Neighborhood Services, headquartered in the Zeidler Municipal Building at 841 N. Broadway. Plumbing operations are handled on the 10th floor.

Permit Fee Structure

Milwaukee's plumbing permit fees are calculated based on the total job value. The city charges fees for each type of work — new construction, alterations, and fixture installations each have their own rate schedule.

The critical rule to know: performing any plumbing work without a permit triggers an automatic triple-fee penalty under Milwaukee Code of Ordinances Chapter 225. If your permit would have cost $200, you're now paying $600 plus whatever enforcement action DNS decides to pursue.

What Requires a Permit

Nearly all plumbing work in Milwaukee requires a permit. The only exception is direct, in-kind replacement of existing fixtures — swapping a faucet, toilet, or sink where you make no changes to supply, drainage, or vent piping.

Home Improvement Contractor Rules

If your plumbing work falls under Milwaukee's home improvement contractor regulations, there's an additional layer. The city may require a power of attorney filing and Police Department fingerprinting for contractors performing home improvement projects.

This catches some plumbers off guard — it's not a typical requirement in other Wisconsin municipalities, but Milwaukee enforces it for residential renovation work that meets the home improvement definition.
