The ELAM Portal

Madison processes all trade permits through its Licenses and Permits portal, powered by the Accela/ELAM system. Every permit application, fee payment, and inspection request runs through this platform.

Here's the catch for new contractors: when you create an ELAM account, Madison staff must manually verify and link your state DSPS license to your digital profile. This isn't automatic. Until a city employee confirms your credentials, you can't submit permit applications.

Bond Requirements

Madison requires plumbing contractors to post a municipal contractor license bond ranging from $5,000 to $25,000, depending on the scope of work. Right-of-way and public works projects sit at the higher end of that range.

This bond is separate from your state-level financial responsibility requirement. A contractor who's fully bonded at the state level through DSPS still needs this Madison-specific bond before the city will process permit applications.

Fee Structure

Madison uses a detailed fee schedule that varies by project type:

New construction runs $0.09 per square foot of the building footprint. A 2,000-square-foot home generates a $180 plumbing permit fee before plan review.

Alterations and repairs cost $11 per $1,000 of project value, with a $25 minimum fee. A $5,000 bathroom remodel means a $55 plumbing permit.

Fixture installations carry a flat $8 fee per newly installed or relocated fixture. Adding three fixtures to an existing system costs $24 in fixture fees alone.

Plan review adds $100 for new construction or $25 for alterations on top of the permit fee. For complex commercial projects, plan review can take several weeks.

Water Lateral Connections

Madison has a specific rule for water lateral connections that doesn't exist in most other Wisconsin municipalities. Both the property owner and the Master Plumber of record must sign the connection application.

This dual-signature requirement means you can't submit the paperwork on behalf of a property owner who isn't available. Schedule the signing before your crew arrives on site, or the connection permit stalls.
