Wisconsin Plumbing Contractor Insurance Requirements

Your master plumber license and contractor registration mean nothing if your insurance lapses. Wisconsin ties your legal right to operate directly to your financial responsibility filings with DSPS.

General Liability Insurance

Wisconsin requires plumbing contractors to carry general liability insurance with a minimum of $250,000 per occurrence. This is a state-level requirement under SPS 305, and your certificate of insurance must meet specific formatting rules.

The certificate must name the Department of Safety and Professional Services, Trades Credentialing, PO Box 7082, Madison, WI 53707 as the certificate holder. It must also include a mandatory 30-day written notice of cancellation clause. That clause gives DSPS the required notice before cancellation takes effect.

Miss this detail and your registration can be suspended even though you technically have active insurance — the certificate just doesn't meet DSPS formatting requirements.

The Surety Bond Alternative

Instead of carrying $250,000 in general liability coverage, Wisconsin allows contractors to post a $25,000 surety bond. The bond must be endorsed by a surety company authorized to do business in Wisconsin.

There's a significant catch: if you post a bond under $25,000, DSPS issues a Restricted Contractor certificate. This legally bars your firm from performing installations where the total contract value exceeds the bond's face value. A $15,000 bond means you can't take contracts worth more than $15,000.

For most contractors doing residential and commercial work, the general liability policy is the better path. The bond option works for contractors with a narrow scope — restricted service plumbers doing POWTS work, for example, where individual job values stay low.

Workers' Compensation

If you employ other individuals, secure workers' compensation insurance pursuant to Wisconsin Statutes Chapter 102.

Workers' comp premiums for plumbing contractors reflect the trade's injury profile. Rates vary by insurer, but expect plumbing classification codes to carry higher premiums than general construction due to the physical nature of the work and the exposure to pressurized systems.

Unemployment Insurance

Employers must also register for unemployment insurance under Wisconsin Statutes Chapter 108 through the Department of Workforce Development if they employ other individuals.

Municipal Insurance Layers

State insurance requirements are the floor, not the ceiling. Municipalities stack their own insurance and bonding requirements on top. Milwaukee requires a $10,000 performance bond and a separate $50,000 liability filing with the City Attorney. Madison requires a $5,000 to $25,000 contractor license bond. Green Bay requires a $10,000 contractor performance bond.

Each municipal bond is separate from your state coverage. Contractors working across multiple cities carry multiple bonds simultaneously.

Keeping Everything Current

Insurance lapses are one of the fastest ways to lose your contractor registration. DSPS monitors cancellation notices, and a gap in coverage triggers administrative suspension. Once suspended, you can't pull permits, and any work in progress needs to stop.
