Many general contractors require their subcontractors to carry $1,000,000 per occurrence / $2,000,000 aggregate before they'll add you to a bid. Meeting the applicable MSBOC insurance requirement supports the state licensing application; meeting the market expectation gets you on bid lists.
Workers' Compensation Insurance
The MSBOC requires a certificate of workers' compensation insurance if your business employs five or more workers. Mississippi's threshold is five employees — businesses with fewer than five are not required to carry workers' comp under state law, though many choose to.
If you employ four plumbers and hire a fifth (including part-time or seasonal help), you need workers' comp coverage in place before the MSBOC will issue or renew your license. The cost varies based on your payroll, classification code, and claims history; get current quotes for your business.
Local Bond Requirements: The Municipal Layer

Local Insurance Minimums Can Exceed State Minimums
Don't assume the MSBOC minimums are the only insurance thresholds you need to meet. Some municipalities set their own liability insurance requirements:
- Jackson: $500,000 per occurrence / $1,000,000 aggregate
- Gulfport: $100,000 per occurrence / $300,000 aggregate
Jackson's requirement is significantly higher than the commercial MSBOC minimum. If you're pulling permits in Jackson, your policy needs to meet the $500,000/$1,000,000 threshold — the MSBOC's $300,000/$600,000 won't satisfy the city.
The practical approach: set your policy limits to the highest requirement among all the jurisdictions where you operate. One policy at $500,000/$1,000,000 satisfies both the MSBOC and Jackson, and exceeds what Gulfport and most other cities require.
Insurance Timing and the MSBOC Application
Insurance documentation must be submitted with your MSBOC application. The sequence matters:
- Form your business entity with the Secretary of State
- Obtain your EIN from the IRS
- Purchase your general liability policy under the exact legal entity name registered with the Secretary of State
- Have the insurer issue a policy listing MSBOC as the certificate holder
- Include the certificate with your MSBOC application packet
If the name on your insurance certificate doesn't match the name on your MSBOC application exactly, the board will reject it. The MSBOC enforces a strict exact-name-match rule across all documents, and insurance certificates are one of the most common places where mismatches occur.
What Happens When Coverage Lapses
If your general liability policy lapses, contact your insurer and the MSBOC promptly to confirm any notice or reinstatement requirements. Do not assume you can continue work above the state thresholds while your license status is unresolved.
