Typical Processing Times

DESE's Office of Educator Licensure processes applications through the ELAR portal, and turnaround depends on license type, time of year, and whether your documents are complete:

• Initial or Provisional License: 4 to 8 weeks once all required documents are received
• Temporary License (out-of-state): 4 to 12 weeks, depending on the complexity of transcript evaluation and NASDTEC review
• Professional License renewal: Immediate to 2 weeks when processed online through ELAR

Those timelines assume clean submissions. Missing documents, name mismatches, or improperly formatted transcripts can delay processing and require follow-up.

Why Applications Get Stuck

The most common causes of delay aren't regulatory — they're clerical:

Incomplete transcripts. ELAR requires scanned copies of official transcripts showing the registrar's signature, the specific degree awarded, and the exact conferral date. Unofficial transcripts, student portal screenshots, or scans missing the back side of the page get rejected.

Name mismatches. Your ELAR profile name must exactly match your government-issued ID and your MTEL exam registration. Even a minor discrepancy — a middle initial present in one system but not another — prevents Pearson or ETS from transmitting test scores to DESE. This requires a manual correction to resolve.

Physical mail delays. Out-of-state applicants face an additional bottleneck: the Out-of-State Approved Program Verification Form must be mailed as a physical hard-copy original to DESE's Everett headquarters. Digital scans of this form are not accepted. DESE cannot complete the out-of-state program verification until the form arrives.

Summer volume. Applications surge between April and August as candidates try to clear licensing before the fall hiring cycle. Processing times stretch well beyond the standard estimates during this window.

How to Check Your Status

Log into ELAR and check your application's correspondence history. This is where evaluators flag specific issues — a missing document, an unresolved character question, or a test score that hasn't arrived. If your file shows "Pending" with no correspondence, your application is in the general queue.

The Licensure Call Center at 781-338-6600 is available weekdays from 9:00 AM to 12:00 PM and 2:00 PM to 5:00 PM. Call after your application has been pending beyond the standard window for your license type. Be ready with your MEPID number.

How to Speed Things Up

Two legitimate channels exist for expediting a pending application:

District HR intervention. If a school district has extended you a formal job offer, their HR office has administrative access to the ELAR system and can request expedited review of your file. This is the most effective accelerator — districts have a direct stake in getting their hires cleared.

Commissioner's hotline. Superintendents can access a dedicated hotline to resolve licensing delays for active hires. If you have a job offer but a stalled application, ask the hiring superintendent to use this channel. It exists specifically for this situation.

What doesn't work: calling the Licensure Call Center repeatedly or requesting informal transcript evaluations over the phone. Evaluators cannot provide verbal assessments of your credentials — the only binding evaluation comes through a formal ELAR submission with the $100 fee.

Planning for Delays

If you're coordinating your license application with a specific hiring timeline, submit at least eight to twelve weeks before your target start date — earlier during the spring and summer hiring season.
