Setting Up Your ELAR Account

Every Massachusetts teaching license application goes through the Educator Licensure and Renewal (ELAR) portal. Your first step is creating an account to get your Massachusetts Education Personnel ID (MEPID). This unique identifier follows you through every interaction with DESE — applications, test score reporting, license renewals, and endorsement additions.

When you create your ELAR profile, use the exact legal name that appears on your government-issued photo ID. This name must also match your MTEL or Praxis registration precisely. Any discrepancy blocks score transmission from Pearson or ETS to DESE, and correcting it requires a manual intervention that adds weeks.

Selecting the Right License Type

ELAR presents several license options during the application process. Choosing wrong means wasted time and potentially wasted fees:

• Initial License — if you completed a Massachusetts-approved educator preparation program
• Provisional License — if you hold a bachelor's degree but no formal teacher preparation
• Temporary License — if you hold a valid out-of-state license with three or more years of teaching experience

If you're unsure which license fits your credentials, DESE evaluators cannot provide informal guidance over the phone. The only binding evaluation comes through a formal application with the $100 fee. That said, the criteria for each type are clearly defined — your educational background and teaching experience determine which one applies.

Documents You'll Need

Official transcripts are the most common stumbling point. ELAR requires scanned copies of official transcripts that show:

• The registrar's signature or institutional seal
• The specific degree awarded (e.g., Bachelor of Science in Biology)
• The exact degree conferral date

Upload both front and back of each transcript page — grading keys and registrar certifications are often printed on the reverse side. Unofficial transcripts, student portal printouts, and documents that don't show a conferral date will be rejected.

For out-of-state applicants: The Out-of-State Approved Program Verification Form must be physically mailed as an original hard-copy to DESE's current headquarters at 135 Santilli Highway, Everett, MA 02149. Digital scans are not accepted. Do not mail documents to the old Malden address at 75 Pleasant Street — DESE relocated, and mail sent there may not be forwarded.

For EPP graduates: Your university's licensing officer must electronically transmit the institutional endorsement to DESE after your degree is officially conferred. Don't assume graduation triggers this automatically — contact your university's licensure office to confirm the endorsement has been sent.

Paying the Fees

The application fee is $100 for your first field and grade level, plus $25 for each additional field. Since July 1, 2026, credit card and PayPal payments carry a convenience fee (minimum $1.50). E-check payments remain free.

For applicants adding multiple fields — say, both Biology and General Science — the convenience fees on card payments compound. Using e-check for every transaction saves real money over the course of the licensing process.

The C&L Waiver Option

Before registering for the Communication and Literacy Skills MTEL, check whether you qualify for the free waiver introduced in April 2026 under the Mass Leads Act. You can waive the C&L test if you hold a master's or doctoral degree from an accredited institution, a teaching license comparable to a Massachusetts Initial or Professional license from another U.S. state or territory, have completed a Massachusetts EPP, or have two years of full-time equivalent instructional experience in a Massachusetts school district with a recommendation from a school or district leader. Apply for the waiver in ELAR at no cost — it is separate from scheduling, taking, and waiting for exam results.

After You Submit

ELAR sends confirmation of your submission. Check your correspondence history regularly for evaluator notes — this is where DESE flags missing documents, unresolved character disclosures, or score transmission issues. Processing takes four to eight weeks for most applications.
