Massachusetts Teacher License Fees

The State Fees

DESE's core licensing fees haven't changed since 1998, but payment processing rules shifted in July 2026:

• First field and grade level application: $100
• Each additional field or grade level: $25
• Professional License renewal (primary): $100
• Professional License renewal (additional areas): $25 each

Since July 1, 2026, credit card and PayPal payments carry a convenience fee with a minimum charge of $1.50. Electronic check (e-check) payments remain free. If you're applying for multiple fields, the convenience fees add up — paying by e-check saves you money on every transaction.

Testing Costs

MTEL exam fees vary by test and subtest; many full subject-matter tests cost about $139. Applicants who do not use the C&L waiver generally need to satisfy the C&L requirement (through the MTEL or an approved alternative) as well as take a subject-matter test.

The C&L waiver, introduced under the Mass Leads Act in April 2026, costs nothing to apply for in ELAR. If you qualify — by holding a master's or doctoral degree from an accredited institution, a teaching license comparable to a Massachusetts Initial or Professional license from another U.S. state or territory, having completed a Massachusetts EPP, or having two years of full-time equivalent instructional experience in a Massachusetts school district with a recommendation from a school or district leader — this saves you the full cost of one exam.

For the approved C&L alternatives, the ETS Praxis Core and NES Essential Academic Skills have their own fee schedules. Compare costs before choosing which test to take.

One budget trap: the 30-day retake rule. If you fail an MTEL, you pay the full registration fee again for the retake, and you must wait 30 calendar days. A single failed attempt effectively doubles your testing costs for that exam.

Background Check Fees

• SAFIS fingerprinting (licensed educators): $55
• SAFIS fingerprinting (unlicensed school personnel): $35
• District CORI check: No cost to the applicant

The SAFIS fingerprint scan is a one-time requirement per district — you complete it through IdentoGO when you're hired. The CORI check is renewed every three years by the district at no cost to you.

The PRPIL Cost for Career Changers

Career changers advancing from a Provisional to an Initial License through the PRPIL program pay $2,500 (payable in installments). MTA members receive a $100 discount. This fee covers the six-month competency review conducted by an assigned instructional consultant through Etio.

PRPIL eligibility requires three full years of teaching as a teacher-of-record under your Provisional License. Factor this cost into your long-term budget if you're entering through the alternative certification route.

These estimates don't include optional costs like SEI endorsement courses ($200-$500 if you choose the vendor course route instead of the MTEL) or credential evaluation fees for international graduates.
