KinderConnect Louisiana: CCAP Provider Attendance and Payments

If you accept CCAP subsidies in Louisiana, KinderConnect is now one of the most important tools in your business. The July 1, 2026 CCAP data system migration expanded KinderConnect from a background processing system into the primary platform where providers receive authorizations, submit weekly attendance, view remittance advice, and verify manual invoices electronically.

What Changed in July 2026

Before the migration, CCAP providers used a combination of the Café Customer Portal and paper-based attendance submission. That system is gone. The LDOE replaced it with three connected platforms:

• Family Central — where parents submit applications, redeterminations, and household change reports
• KinderTrack — used by LDOE staff internally to calculate eligibility and process payments
• KinderConnect — the provider-facing system for attendance, authorizations, remittance advice, and electronic manual invoice verification

As a certified CCAP provider, KinderConnect is the only one of these three that you interact with directly. Your login credentials are tied to your EdLink provider profile, and your access is activated once your CCAP Provider Certification completes.

What You Do in KinderConnect

Weekly attendance submission. Every week, you record the hours and days each CCAP-enrolled child attended your program. This submission directly determines your payment amount — missed entries mean missed revenue. Submit on time, every time.

Authorization management. When LDOE approves a family's CCAP application, the authorization for their child appears in KinderConnect. This tells you the approved hours, the rate category, and the effective dates. If an authorization does not appear for a child whose family tells you they were approved, contact [email protected] before providing subsidized care.

Remittance advice. After payments process, KinderConnect shows you a breakdown of what was paid, for which children, and for which dates. This is your accounting record for reconciling CCAP income.

Manual invoice verification. If a discrepancy occurs between your attendance records and the payment amount, KinderConnect handles the electronic verification process. No more faxing paper invoices.

Connecting External Childcare Management Software

If you use a third-party Child Care Management System (CCMS) — software like Procare, HiMama, or Brightwheel — that system must integrate with KinderConnect through the KinderBridge API. The child information in your external software must match the state's records exactly. Name spellings, dates of birth, and authorization numbers must align character for character, or the integration will reject submissions.

For most Family Child Care providers serving six or fewer children, using KinderConnect directly is simpler than maintaining a CCMS integration. The external software adds value when you scale to an Early Learning Center with higher enrollment.

Avoiding Payment Disruptions

The most common reason CCAP payments stop: a parent misses a redetermination deadline in Family Central. Parents must select a preferred contact method (email, text, or both) and respond to verification requests promptly. If their case gets rejected for non-response, your authorization for their child disappears and payments stop until the family reapplies.

The Standalone Provider Agreement

One detail that catches providers off guard: the new CCAP system requires you to sign a separate Provider Agreement through EdLink. This agreement is distinct from your annual certification renewal. Failing to sign it results in suspension of your CCAP eligibility — and unlike a missed attendance submission, this is not a clerical fix. You must execute the agreement before it becomes overdue.
