How to Become a CCAP Provider in Louisiana

What CCAP Certification Gets You

The Child Care Assistance Program is Louisiana's childcare subsidy system, funded through the federal Child Care and Development Fund (CCDF). When you become a CCAP-certified provider, the state pays you directly to care for children from eligible low-income families. For most home-based Family Child Care (FCC) providers, CCAP families represent the majority of their enrolled slots and the most reliable revenue stream.

CCAP payments are processed from attendance records you submit through KinderConnect. They are tied to authorized attendance, not guaranteed for every scheduled day. If you also earn Academic Approval under Bulletin 140, you qualify for quarterly CCAP bonus payments of up to 23% above the base subsidy rate — a significant revenue boost tied to your quality rating.

Prerequisites: You Must Be a Registered FCC Provider First

CCAP certification is a separate process from FCC registration, and it requires your FCC registration to be in place first. You cannot apply for CCAP certification as a standalone step. The prerequisite chain looks like this:

  1. Complete all CCCBC background checks for your household
  2. Finish required training (pre-service orientation, Pediatric CPR/First Aid, medication administration)
  3. Pass the Fire Marshal inspection
  4. Pass the LDOE home inspection
  5. Receive your FCC registration approval through EdLink
  6. Then apply for CCAP Provider Certification

Some providers try to submit both applications simultaneously. LDOE processes them separately, and your CCAP application will sit until the FCC registration is finalized. Don't let this create a false sense that your CCAP application is stalled — it's waiting on the registration.

The CCAP Certification Application

Once your FCC registration is approved, submit your CCAP Provider Certification Application through EdLink. The application package requires:

  • Completed CCAP Provider Certification Application form — available through EdLink
  • IRS Form W-9 — establishes your tax identification for subsidy payments
  • Direct Deposit Authorization — CCAP pays electronically; you need an active bank account
  • Voided check or official bank letter — to verify the account receiving your payments
  • Time and Attendance Agreement — commits you to accurate weekly attendance tracking
  • Physical address verification — confirms the registered care address matches your application
  • Rate sheets — the tuition rates you provide to parents must be on file with LDOE

There is no state processing fee for CCAP certification. The cost barrier to entry is effectively zero beyond what you've already invested in the FCC registration process.

The Provider Agreement Requirement

In addition to the certification application, LDOE now requires all CCAP providers to sign a separate Provider Agreement through EdLink. This requirement, formalized under Bulletin 139, is detached from your annual certification renewal — it's a standalone compliance document that must be executed on its own timeline.

Failing to sign the Provider Agreement results in suspension of your CCAP eligibility. This means you can't accept new CCAP families and existing CCAP payments stop until the agreement is on file. When EdLink notifies you that a Provider Agreement is due, treat it with the same urgency as a renewal.

The July 2026 Data System Migration

If you're applying for CCAP in 2026 or later, you'll interact with Louisiana's new data infrastructure:

KinderConnect is where you'll manage your provider operations — receiving authorizations, submitting weekly attendance, reviewing remittance advice, and processing manual invoice verifications. All CCAP attendance submissions must go through KinderConnect. If you use a third-party Child Care Management System (CCMS), it must integrate with KinderConnect via the KinderBridge API, and child information must match state files exactly.

Family Central is the parent-facing portal that replaced the legacy Café system on July 1, 2026. Parents use it to submit CCAP applications and report household changes. You don't submit through Family Central yourself, but understanding the parent side helps you guide families through the enrollment process — which directly affects whether CCAP-eligible children show up at your door.

Mandatory Reporting and Disclosure Timelines

CCAP certification comes with strict disclosure requirements under Bulletin 139, §305. Missing these deadlines can trigger overpayment recovery or suspension:

  • Contact information changes: Update within 10 calendar days
  • Temporary closures over 5 days: Notify in advance
  • Permanent closures or closures lasting 30 or more calendar days: Notify within 7 calendar days
  • Change of location: Submit a formal application and fee before relocating
  • Household composition changes: Report before the change occurs — any new adult must complete a CCCBC immediately
