Louisiana Daycare Grants for Providers: Startup and Stabilization Funding

One of the most common questions new Louisiana daycare providers ask is whether there is grant money available to help with startup costs. The answer is yes — but the landscape shifts constantly as federal funding cycles expire and new programs launch. Knowing where to look and what you qualify for saves you from chasing expired programs and missing live ones.

Federal Stabilization Grants

The largest pool of childcare grant money in recent years came from federal COVID-era stabilization funding, distributed through the American Rescue Plan Act. Louisiana allocated these funds through LDOE to licensed and registered providers to cover operating expenses, facility improvements, and workforce retention bonuses.

Much of this federal stabilization money has been fully disbursed. Future funding opportunities may be announced through LDOE, but each program will set its own eligibility and application requirements; registration or CCAP certification does not guarantee priority.

State-Level Startup Support

Startup support is program-specific and may flow through several programs rather than a single year-round "daycare startup grant":

Preschool Development Grants (PDG B-5). These federal-to-state grants fund early childhood infrastructure, including provider recruitment and quality improvement in underserved areas. The funds support training, coaching, and sometimes facility improvements for providers in childcare deserts. Your local Ready Start Network distributes information about available PDG-funded opportunities in your parish.

CCR&R startup assistance. Child Care Resource and Referral agencies in some regions offer direct startup support for new Family Child Care providers. This can include free safety equipment, subsidized training, and one-on-one guidance through the registration process. Contact your local CCR&R to ask what is currently available.

CACFP meal reimbursements. While not a traditional grant, CACFP enrollment provides ongoing federal reimbursements for meals and snacks served to children in care. For a home daycare provider, CACFP can cover a significant portion of your monthly food costs from day one.

Tax Credits as Ongoing Financial Support

Louisiana's School Readiness Tax Credits function like an annual grant for providers who pursue Academic Approval. These credits are available to the business, to individual staff members, and to parents of enrolled children. Combined with quarterly CCAP bonus payments, the total financial benefit of quality participation can meaningfully offset your operating costs year over year.

What to Have Ready Before You Apply

When grant applications open, they close fast. Providers who already have the following on file can submit quickly:

• Active FCC registration or CCAP certification
• Current CCCBC clearances for all household members aged 18 and older
• Business entity documentation (LLC filing if applicable)
• A clear budget showing how you would use the funds
• Proof of serving or planning to serve children in an underserved area
