Louisiana Academic Approval Family Child Care

Academic Approval is the single most financially impactful decision a Louisiana Family Child Care (FCC) provider can make after completing basic registration and CCAP certification. It's voluntary — LDOE doesn't require it — but the providers who opt in gain access to revenue streams that non-participating providers can't touch.

What Academic Approval Means

Under BESE Bulletin 140, Academic Approval brings your FCC home into Louisiana's Early Childhood Care and Education (ECCE) Network — the state's unified quality accountability system. Participating providers undergo CLASS (Classroom Assessment Scoring System) observations, receive a quality rating, and gain access to coaching through their local Child Care Resource and Referral (CCR&R) agency and Community Network Lead Agency.

The quality rating isn't just a badge — it directly determines your eligibility for School Readiness Tax Credits and the size of your quarterly CCAP bonus payments.

How to Opt In

The process is straightforward but time-sensitive:

1. Be CCAP-certified — you must already be a registered FCC provider with active CCAP certification under Bulletin 139
2. Submit the Program Partner Assurances form through EdLink — this is the formal opt-in that enters you into the ECCE Network
3. Meet the annual deadline — the form must be submitted by June 17 to maintain eligibility for the current fiscal year's School Readiness Tax Credits

There's no fee to opt in. Your local CCR&R will assign a coach who helps you prepare for your first CLASS observation and develop a quality improvement plan.

CLASS Observations

CLASS measures the quality of teacher-child interactions across three domains: Emotional Support, Classroom Organization, and Instructional Support. For FCC homes, the observation happens in your natural care environment — an observer watches your interactions with children during typical daily activities.

The score you receive places your program on a quality rating scale. Louisiana uses these ratings to determine CCAP bonus tiers and tax credit eligibility.

If your initial score falls below 3.75 on the CLASS scale, you enter a mandatory Site Improvement Planning (SIP) process. Your CCR&R coach works with you to develop specific improvement strategies, and you'll be re-observed. The SIP process is supportive, not punitive — the state wants your score to improve, and the coaching is free.

However, receiving an "Unsatisfactory" rating in two out of any three-year period is subject to immediate license revocation under the quality-rating rules.

The Financial Payoff

The numbers make the case clearly:

CCAP bonus payments: Academically approved FCC providers earn quarterly bonus payments up to 23% above the base CCAP subsidy rate, based on their quality rating. For a provider serving six CCAP-eligible children, these bonuses can represent hundreds of additional dollars per quarter.

School Readiness Tax Credits: Three separate credits become available — one for the business, one for qualifying staff based on their credential level, and one for parents of enrolled children. These are Louisiana state income tax credits.

Professional development access: Academically approved providers gain priority access to training scholarships through Louisiana Pathways at Northwestern State University, professional development opportunities, and networking with other quality-rated providers.

How It Fits Into Your Startup Timeline

Most providers complete their basic registration and CCAP certification first, operate for a few months to establish routines, and then opt into Academic Approval during the next enrollment window. There's no minimum operating period required — if you can get your FCC registration, CCAP certification, and Program Partner Assurances form submitted before the June 17 deadline, you can enter the system in your first year.
