Louisiana CCAP Bonus Payments and Quarterly Quality Bonuses

Most new Louisiana daycare providers learn about CCAP subsidies but never hear about the bonus payments sitting on top of them. Certified CCAP providers who opt into Academic Approval under BESE Bulletin 140 qualify for quarterly bonus payments of up to 23% of the base subsidy rate. That is not a one-time bump — it recurs every quarter as long as your quality rating stays at the qualifying level.

How the Bonus System Works

The bonus structure ties directly to Louisiana's quality rating system. When you pursue Academic Approval as a Family Child Care provider, your program enters the state's unified early childhood evaluation framework. LDOE sends a trained observer to your home to conduct a CLASS (Classroom Assessment Scoring System) assessment, which measures the quality of your interactions with children.

Your CLASS score determines your quality rating, and your quality rating determines your bonus percentage. Higher scores mean higher bonuses on every CCAP payment you receive.

The bonus is calculated as a percentage of your base CCAP subsidy rate. If your base rate generates $800 per month in subsidies and you qualify for a 15% bonus, that is an additional $120 per month — $480 per quarter — on top of what you were already earning. At the maximum 23% level, the same base would yield an extra $184 monthly.

What You Need to Qualify

Earning bonuses requires three things:

1. Active CCAP Provider Certification — you must already be accepting subsidized children through the CCAP enrollment process
2. Academic Approval opt-in — submit the Program Partner Assurances form through EdLink by the June 17 deadline to maintain eligibility for School Readiness Tax Credits and position yourself for bonus payments
3. A qualifying CLASS score — scored during an observation visit coordinated by your local Child Care Resource and Referral (CCR&R) agency

The CLASS observation evaluates three domains: emotional support, classroom organization, and instructional support. Observers watch your natural interactions with children during a regular care session — there is no test to study for, but there are concrete practices that raise scores, like responsive conversations, effective behavior management, and intentional learning activities.

What Happens If Your Score Is Low

Providers who score below 3.75 on the CLASS scale enter a mandatory Site Improvement Planning (SIP) process with their local CCR&R. This is coaching-based, not punitive — a quality improvement specialist works with you to strengthen the specific interaction areas where your score was weakest.

The real risk is sustained low performance. Any provider receiving an "Unsatisfactory" quality rating for two out of any three-year period faces license revocation. This is rare for engaged providers who participate in the coaching process, but it underscores why the SIP support exists.

Why Most Eligible Providers Leave This Money on the Table

The opt-in process is voluntary, and many providers either do not know it exists or assume it involves onerous additional requirements. In practice, the Academic Approval pathway adds a CLASS observation and participation in local CCR&R coaching — activities that also improve your program quality and parent satisfaction. The bonus payments and tax credits more than compensate for the time involved.
