Starting a home-based daycare in Louisiana costs significantly less than opening a commercial center, but the expenses add up faster than most new providers expect. The total startup investment for a registered Family Child Care (FCC) home typically falls between $2,025 and $12,825, depending on how much your home needs in safety modifications and what level of insurance coverage you choose.

State Fees and Business Setup

The fire inspection and required background checks are tied to the registration process; business-entity costs depend on the structure you choose.

Fire Marshal inspection: $30. The Office of State Fire Marshal (OSFM) charges a flat $30 fee for a residential childcare inspection. You apply through lasfm.louisiana.gov. This covers the inspector's visit to verify smoke detectors, fire extinguishers, exit routes, and your written emergency evacuation plan.

CCCBC background checks: $15 to $115+ per person. LDOE charges a $15 processing fee for each applicant who goes through the Child Care Criminal Background Check. IDEMIA charges a separate fingerprint rolling fee on top of that. Every household member aged 18+ needs clearance — if you have a spouse and an adult child at home, budget for three complete screenings. Former out-of-state residents may also need a Louisiana State Police Right to Review at $26 per person.

LLC filing: $100. While not strictly required to register as an FCC provider, forming an LLC through the Secretary of State's GeauxBiz portal is strongly recommended. The $100 filing fee buys you a legal barrier between your personal assets and your daycare business. You'll also owe a $30 annual report fee each year thereafter.

Training and Certification

Pediatric CPR and First Aid: $50 to $200. Must come from an LDOE-approved training provider. American Red Cross and American Heart Association both offer qualifying courses in Louisiana. The price depends on whether you take an in-person, blended, or fully online course.

Pre-service orientation: Free. LDOE's Key Orientation Training Modules are available online at no cost. They're required before you can submit your FCC registration application.

Medication administration training: Varies. Conducted by an approved Child Care Health Consultant (CCHC), this certification must be renewed every two years. Many CCR&R (Child Care Resource and Referral) agencies offer this training at low or no cost.

Home Modifications and Safety Equipment

This is the most variable cost category. A home that's already well-maintained and child-safe might need only $500 in adjustments. A home that needs fencing, outlet covers, safety gates, cabinet locks, fire extinguisher mounting, temperature controls, and designated nap areas could run $2,700 or more.

Key requirements that drive costs:

• Indoor space: 35 square feet of usable activity space per child for ages birth through 3, and 25 square feet for ages 4+. If your designated childcare room is too small, you may need to reconfigure your floor plan.
• Outdoor fencing: 75 square feet of fenced outdoor play area per child. If your yard isn't already fenced, this is often the single largest equipment expense.
• Pool safety: If you have a pool, spa, or any open water hazard on the property, it must be enclosed by a fence at least 5 feet high with a self-closing, self-latching gate. Pool barrier installation typically costs $1,500 to $4,000.
• Smoke detector and fire extinguisher: The home must have at least one properly installed and maintained smoke detector and a properly charged portable fire extinguisher (minimum 2A:10B:C) that is readily accessible and certified yearly. A few hundred dollars covers the equipment.

Insurance

Commercial liability insurance: $910 to $4,550 per year. Standard homeowners insurance may exclude or limit commercial childcare activity. Consider a dedicated commercial general liability policy, and note that many providers also carry professional liability (errors and omissions) coverage.

Louisiana doesn't mandate specific coverage amounts for FCC homes. Confirm the policy exclusions and coverage your operation needs with an insurance professional; operating without specialized coverage may put your personal home, savings, and assets at risk.

If you plan to transport children for field trips or school pickups, add commercial auto insurance to the list.

Educational Materials and Supplies

Play and learning materials: $455 to $4,550. Age-appropriate toys, books, art supplies, nap mats, high chairs, and feeding supplies. You can start lean and build your inventory over time, but you need enough materials on hand for your initial capacity when the LDOE inspector visits.

The Hidden Cost: The Income Gap

The expense that blindsides the most providers isn't a line item — it's the period between when you start the registration process and when your first CCAP payment arrives. Once the registration, LDOE inspection, and provider-certification steps are complete, providers can begin serving children, but CCAP compensation is limited to CCAP-approved children. That process typically takes two to six months.

During this window, you may be able to serve private-pay children after completing the required registration steps, but you should not count on CCAP revenue before a child's approval and effective payment date. Building a cash reserve of two to four months' household expenses before you begin the registration process is the single most important financial step.
