Charter Schools and Public Schools Follow the Same Rules

A common misconception is that Louisiana charter schools have more flexibility on teacher certification. BESE-authorized charter schools are public schools — they follow the same Bulletin 746 certification standards as parish school systems. Charter teachers need the same Level 1, 2, or 3 credentials, the same Praxis exams, and the same background checks as teachers in traditional public schools.

Where charters differ is in HR operations, not certification rules. Charter management organizations use localized "Membership Codes" in the LEC portal rather than the standard EdLink system that public parishes use. This means the charter's HR office handles portal verifications differently, but the underlying credential requirements are identical.

Charters can also onboard candidates faster than some traditional districts because their hiring timelines aren't tied to the same parish-level recruitment calendars. If you have your certification paperwork in order, some charter networks can move from interview to contract in days rather than weeks.

Nonpublic School Requirements

Approved nonpublic (private) schools in Louisiana operate under a different regulatory framework. The LDOE maintains a list of approved nonpublic schools, and these schools participate in the LEC portal system. However, their teacher certification requirements depend on their approval status:

State-approved nonpublic schools that participate in publicly funded scholarship programs (like the Louisiana Scholarship Program) use LDOE credentials and LEC processes, but confirm the exact requirement for your position with the school.

Non-participating private schools may have different hiring requirements by school and position. Ask the school whether your role requires a state-issued credential.

If you're considering teaching at a nonpublic school, ask the school directly about their certification expectations. The school's HR office should be able to tell you whether they use the LEC portal and whether they require state-issued credentials for your position.

Nonpublic school HR departments use the LEC Nonpublic HR Guide to manage their portal access. They need an eScholar Staff ID through the EdLink Ops Portal to process teacher verifications — the same system public schools use, just accessed through a different administrative pathway.

Adding Endorsements to Your Certificate

An endorsement (sometimes called an "add-on") expands the subjects or grade levels you're authorized to teach without earning a separate certificate. Louisiana processes endorsements through the LEC portal using the EV (Evaluation, Add-On, Course Approval & Name Change) application.

Common endorsement add-ons:

• Subject-area endorsements — Add math, science, social studies, or other content areas to an existing certificate by passing the relevant Praxis content exam and meeting any additional coursework requirements
• Grade-band expansions — Extend your certification to cover additional grade levels (e.g., adding middle grades to an elementary certificate)
• ESL/ELL endorsement — Requires specific coursework in English as a Second Language pedagogy

To request an endorsement:

1. Verify you meet the academic and testing requirements for the add-on area
2. Submit the EV application through the LEC portal
3. Pay the $50 processing fee
4. Ensure your fingerprint-based background check is current (within five years)

Processing takes 20-30 business days. The 45-day portal purge rule applies here too — if you start the application but don't complete it within 45 days, the system deletes it.

The Foundational Numeracy Requirement

Starting 2025-2026, BESE Bulletin 996 requires teacher preparation programs in certain certification areas to incorporate foundational numeracy instruction. By September 1, 2028, all candidates for initial certification in Birth-to-Five, Pre-Kindergarten, Elementary, and Mathematics areas must demonstrate completion of LDOE-approved numeracy training.

This affects charter and nonpublic school teachers equally if they hold standard state credentials. It's a program-level requirement that preparation providers must build into their coursework — not a separate exam.

Computer Science Integration

By June 30, 2026, all approved teacher preparation programs must integrate computational thinking and computer science pedagogical competencies into their course catalogs. The state certification office begins audit verification of this coursework on September 1, 2030. This is a long-horizon change, but new teachers entering programs now should expect to see it in their coursework.
