Louisiana Teacher Certification for Out-of-State Teachers

Reciprocity Is Not Automatic

Louisiana is a member of the NASDTEC Interstate Agreement, which simplifies license transfers between states — but "simplifies" does not mean "automatic." If you hold a standard teaching certificate from another state, you still need to apply through Louisiana's LEC portal, submit documentation, and in many cases pass Louisiana-specific Praxis exams.

The certificate you receive depends entirely on your experience history. The distinction between the standard Out-of-State (OS) certificate and the restrictive OS1 certificate is the single most important thing to understand before relocating.

The Standard Out-of-State (OS) Certificate

If you completed a teacher preparation program in another state and hold a valid standard license, you are eligible for a three-year, non-renewable OS Certificate. This allows you to teach full-time in Louisiana while completing Louisiana's Praxis testing requirements.

Requirements:

• Standard (not provisional or emergency) teaching certificate from another state
• At least one year of full-time classroom teaching within the past five years
• Official transcripts from your degree-granting institution
• Fingerprint background check through IdentoGO (service code 27N5HQ, $55.75)
• $50 LDOE application processing fee

The three-year window gives you time to pass Louisiana's content-area Praxis exams and transition to a standard Level 1 or Level 2 certificate.

The OS1 Certificate: When You Have Been Out of the Classroom

If you hold a valid out-of-state teaching certificate but have not taught full-time for at least one year within the past five years, you do not qualify for the standard OS certificate. Instead, you receive a one-year, non-renewable OS1 Certificate.

The OS1 is significantly more restrictive. During that single year, you must complete six semester hours of coursework in your content field from an accredited institution. You must also earn an effective evaluation rating as a teacher of record. Only after satisfying both conditions can you transition to the standard three-year OS certificate.

This catches many relocating educators off guard — especially those who left the classroom for administrative roles, took career breaks for family, or moved to non-teaching positions. The five-year experience window is strictly enforced.

Bypassing Praxis Entirely: The Praxis Exclusion

Experienced out-of-state educators can skip all Louisiana Praxis testing through the state's Praxis Exclusion policy. To qualify, you must submit an official Out-of-State Experience Verification Attestation form completed by your previous school system, documenting:

• At least three years of successful, full-time teaching experience under a valid standard out-of-state certificate
• Satisfactory annual evaluations for each of those three years

If your experience meets these thresholds, you bypass Level 1 entirely and receive a standard, renewable Level 2 Professional Certificate. If you also hold a master's degree and have five or more years of verified experience, you can receive a Level 3 certificate immediately.

This is the most efficient path for experienced relocating teachers — but the experience verification must come from your previous state's school system, not from your own records.

Military Spouses and Veterans

Under HB 472 (2023), Louisiana issues a five-year standard license to military spouses who hold valid teaching credentials from another state. The military out-of-state designation (OSM) is available through the LEP portal and is designed to remove barriers for military families who relocate frequently.

Veterans with teaching credentials from another state follow the same OS/OS1 framework.

The Application Sequence

1. Get your Clear Credential first. Schedule IdentoGO fingerprinting with code 27N5HQ. Without the Clear Credential, the LEC portal blocks all application forms.

2. Request your out-of-state application packet. The LDOE publishes the official forms, checklists, and experience verification attestation on teachlouisiana.net.

3. Request transcripts and experience verification simultaneously. Official transcripts from your degree institution can take 5-15 business days to obtain; the signed experience attestation must come from your previous school system.

4. Submit your application through the LEC portal. Pay the $50 processing fee. Do not start the application until all documents are ready — the 45-day auto-purge rule deletes incomplete applications.

5. Request Praxis score reports (if applicable). If you are not eligible for the Praxis Exclusion, register for the required content exams and designate Louisiana (state code 7330) as a score recipient.

LDOE processing takes 20-30 business days after submission. Common delays: name mismatches between transcripts and your portal profile, missing score reports, or an expired Clear Credential.

What Out-of-State Applicants Get Wrong

Assuming reciprocity means instant certification. It does not. You need to apply, submit documentation, and wait for LDOE processing.

Not checking the five-year experience window. If your last full-time classroom teaching was more than five years ago, you get the restrictive OS1 — not the three-year OS. Plan accordingly.

Using the wrong IdentoGO code. Out-of-state applicants make this error at high rates because their previous state used a different fingerprinting system. Louisiana requires code 27N5HQ, period.
