Louisiana Uses a Three-Tier System
Every standard teaching credential in Louisiana falls into one of three levels defined by BESE Bulletin 746. Each level carries different validity periods, renewal rules, and salary implications. Understanding how they connect prevents you from getting stuck on a credential that's about to expire or missing the window to advance.
Level 1: The Entry Credential
The Level 1 Professional Certificate is what you receive after completing a traditional or alternative teacher preparation program. It's valid for three years — and this is where people run into trouble, because the Level 1 can't be traditionally renewed.
Your employing school system can request up to two one-year extensions, stretching the total operational life to five years. But there's no third extension. If you haven't advanced to Level 2 by then, your credential lapses.
That means the clock starts ticking the day your Level 1 is issued. You need to begin building the experience and evaluation record required for Level 2 immediately.
Level 2: The Standard Renewable Credential
Level 2 is the credential most working Louisiana teachers hold. It's valid for five years and renewable indefinitely in five-year cycles. To advance from Level 1 to Level 2, you need:
- Three years of full-time, successful teaching experience in your certified area
- Three years of effective evaluation ratings under the state's evaluation system (Compass or LEADS — a score of 2.5 or higher on the four-point scale qualifies as "Effective Proficient")
- Completion of a state-approved teacher induction program or the Louisiana Teacher Assistance and Assessment Program, verified by your employing school system
The experience and evaluations happen naturally if you're teaching in a Louisiana public school. The induction program is the piece people sometimes miss — your district HR office needs to confirm completion through the LEC portal. If that verification isn't uploaded, your advancement application stalls.

Level 3: The Highest Standard Credential
Level 3 requires both advanced academic credentials and substantial experience:
- An earned master's degree from a regionally accredited institution
- Five years of full-time teaching experience in an approved school setting
Level 3 has the same five-year validity and renewal terms as Level 2. The practical difference is salary: school districts build their compensation schedules around certification level and degree attainment, and Level 3 with a master's degree puts you at the top of the salary lane.
In Lafayette Parish, for example, master's degree holders receive an annual salary premium of $1,750 — that adds up to over $35,000 in additional lifetime earnings. East Baton Rouge's 2026-2027 pay overhaul pushed experienced educator raises as high as $13,831 with step increases.
How Renewals Work
Level 2 and Level 3 certificates both require 150 Continuing Learning Units (CLUs) per five-year renewal cycle. One CLU equals one clock hour of approved professional development.
Graduate coursework converts at 15 CLUs per semester credit hour. So completing 10 semester hours of graduate work during a five-year cycle satisfies the entire CLU requirement — and those credits can also trigger a salary lane change through your district's HR department.
You also need at least three effective evaluation ratings during the five-year period. If your evaluations dip below "Effective Proficient" for multiple years, renewal gets complicated.
Out-of-State Educators Enter at Different Levels
Louisiana's reciprocity rules can place out-of-state teachers directly at Level 2 or Level 3 based on verified experience:
- Three years of successful, full-time out-of-state teaching experience with satisfactory evaluations: bypasses Level 1, enters at Level 2, and qualifies for the Praxis Exclusion (no Louisiana testing required)
- Master's degree plus five years of experience: enters directly at Level 3
Educators without at least one year of regular, full-time classroom teaching experience in the preceding five years receive a one-year OS1 certificate and must complete six semester hours of content coursework to transition to a standard credential.
