What You Need to Hold an Iowa Teaching License

Iowa teaching licenses are issued exclusively by the Board of Educational Examiners (BoEE), regardless of which university you attended or which district hires you. No school district can authorize you to teach — only the BoEE credential does that, and teaching without one triggers a $100-per-month penalty (capped at $500).

For traditional and alternative applicants, the core requirements below apply; out-of-state applicants follow the separate reciprocity review described later:

• A bachelor's degree from a regionally accredited institution
• A minimum cumulative GPA of 2.5 on a 4.0 scale
• Completion of an approved educator preparation program (traditional or alternative)
• A national criminal history background check through Fieldprint
• Mandatory Child Abuse and Dependent Adult Abuse reporter training through Iowa DHHS

Beyond these foundations, the specific coursework, clinical hours, and testing requirements depend on which of Iowa's four primary pathways you're pursuing.

The Four Primary Pathways

Traditional In-State Graduate

If you completed a state-approved teacher education program at an Iowa college or university, your path to the Initial Teaching License is the most straightforward. Your program handles the institutional recommendation to the BoEE directly. You need a minimum grade of C in pedagogy/methods courses and C- in content-area courses, plus at least 80 hours of pre-student-teaching field experience and 14 weeks of full-time student teaching.

Since 2022, traditional Iowa program graduates are exempt from state-level licensure testing for their first license — no Praxis, no Foundations of Reading (unless you're seeking an early childhood, elementary, special education, or reading specialist endorsement).

Career Changer via Teacher Intern Program (RAPIL)

Professionals with a non-education bachelor's degree, a 2.5 GPA, and at least three years of post-graduation work experience can enter secondary classrooms through the Teacher Intern License. Three approved programs offer this route: RAPIL (operated through the University of Northern Iowa), Drake University, and Morningside University.

The structure spans two years: first-year pedagogy coursework (minimum 28 semester hours plus 50 contact hours of field experience), then a full second year as the paid teacher of record in an Iowa classroom under a mentor teacher. Total RAPIL program cost runs approximately $14,470.

Career Changer via HF 255 Alternative Certification

Authorized under House File 255 (effective July 2024), this newer route bypasses university-based intern programs entirely. You complete an alternative program operated by a provider that has been in business for at least 10 years and operates in at least five states. The clinical requirement is 60 hours in an Iowa classroom, with at least 30 of those hours spent actively teaching under a licensed educator.

Completers receive a Temporary Initial Teaching License. One important restriction: HF 255 licensees cannot teach special education until they complete a specialized clinical practicum.

Out-of-State Relocator

If you hold a valid, non-emergency teaching license from another state and graduated from a state-approved preparation program, the BoEE conducts an individual transcript review. Iowa does not offer automatic reciprocity with any state — participation in the NASDTEC Interstate Agreement streamlines the process but doesn't guarantee a direct transfer.

Two outcomes are possible: direct issuance of a Standard Teaching License (if no deficiencies and three or more years of experience) or a two-year Regional Exchange Teaching License (if coursework gaps exist, allowing you to teach while completing the missing courses).

Background Checks and Fingerprinting

Every applicant must clear a national criminal history check before a regular credential is issued. The BoEE may issue a 90-day temporary permit while a complete application is pending. The process has two parts:

1. BoEE background application — Pay the $35 state fee within the BoEE portal
2. Fieldprint electronic fingerprinting — Register using code FPIABdEdExaminers, enter the employer address as Iowa Department of Education, 400 E 14th Street, Des Moines, IA 50319, and pay the $34.35 vendor fee at an authorized Fieldprint location

Fieldprint results typically reach the BoEE within one to two weeks. If no center is accessible, paper fingerprint cards are available (call 515-281-3245) but cost $75 and take four to six weeks.

Background checks completed for student teaching, employment, or other organizations do not substitute for the BoEE's licensure check.

Testing Requirements

Whether you need to sit for exams depends entirely on your pathway:

• Exempt: Traditional Iowa program graduates (for their first license); out-of-state applicants with three or more years of fully licensed experience
• Required for everyone: The Foundations of Reading Test (Pearson Test 890) if you're seeking early childhood, elementary, or special education/reading specialist endorsements — $139 registration fee, minimum passing score of 240
• Conditionally required: Out-of-state applicants with fewer than three years of experience must verify passing scores on their home state's exams or meet Iowa's Praxis benchmarks

Fees at a Glance

The BoEE operates on a non-refundable fee model. Here's what to budget:

• First-time license application: $120 + $3 portal convenience fee
• Out-of-state evaluation surcharge: $60
• Background check (BoEE + Fieldprint): $69.35
• Adding an endorsement: $50 (plus $60 if requesting a direct BoEE transcript audit)
• Late renewal penalty: $25/month, capped at $150
• Teaching without a valid license: $100/month, capped at $500

The July 2026 Citizenship Verification Change

Starting July 1, 2026, all licensure and authorization applications must include verified proof of U.S. citizenship or lawful work authorization. This applies to new applications, renewals, and extensions. The BoEE recommends submitting applications at least eight weeks before your license expires or before your employment start date.

From Initial to Standard License

The Initial Teaching License is valid for two years and renewable twice. To convert to a five-year Standard Teaching License, you need two years of successful teaching in an Iowa public school (or three years in an accredited nonpublic or out-of-state school) combined with completion of a district-led mentoring and induction program.
