Iowa Teacher Endorsement Requirements — How to Add Subjects to Your License

Why Endorsements Matter

In Iowa, your teaching license authorizes you to practice as an educator — but your endorsements determine which subjects and grade bands you can actually teach. Endorsement #102 covers K-6 elementary classrooms. Endorsement #143 permits 5-12 mathematics. Teaching a subject outside your endorsed areas is a regulatory violation, and the BoEE monitors this through the BEDS (Basic Educational Data Survey) system that matches teachers to their assigned courses.

Adding endorsements to your license expands your employability and protects you from the uncomfortable situation of being asked by a district to teach something you're not authorized to cover.

Two Paths to Add an Endorsement

Option 1: Through an Approved Program (Institutional Recommendation)

Complete the endorsement coursework through an Iowa college or university's approved program. When you finish, the institution's licensure officer submits a recommendation directly to the BoEE confirming you've met all requirements.

Fee: $50 per endorsement.

This is the simpler path — the institution handles the evaluation. You complete their sequence of courses, they verify completion, and the BoEE adds the endorsement. No transcript audit required on the state's end.

Option 2: Direct BoEE Transcript Audit

If you completed endorsement-relevant coursework outside a formal program — maybe through individual courses at multiple institutions, or through an out-of-state program that didn't include Iowa-specific institutional recommendations — you can request the BoEE to audit your transcripts directly.

The BoEE compares your completed courses against their endorsement standards on a course-by-course basis.

Fee: $50 endorsement fee + $60 transcript evaluation fee = $110 total.

This path is more expensive and less predictable. If the audit reveals you're short on specific requirements, you'll need to complete the missing courses and resubmit.

The 75% Coursework Rule

Here's the threshold that catches people: the BoEE requires you to have completed at least 75% of the coursework requirements for an endorsement before they'll add it to your license. If you fall below that threshold, you cannot receive the endorsement through either path.

This means you can't add an endorsement with, say, half the required courses done and a plan to finish the rest later. You need 75% complete before the BoEE will add the endorsement.

All courses considered for endorsement must carry a grade of C- or higher.

The Class B Conditional License

What if your district needs you to teach in a new endorsement area immediately, but you haven't reached the 75% coursework threshold? That's where the Class B Conditional License comes in.

A Class B Conditional License is a two-year, non-renewable credential that allows you to teach in a new endorsement area while completing the remaining coursework. The requirements:

• You must hold a valid Iowa teaching license (Initial, Standard, Master, or Regional Exchange)
• You must have completed at least 50% of the required coursework for the target endorsement
• You must have a formal, written job offer from an Iowa school district in the new endorsement area
• The employing district must submit the application on your behalf

The two-year window is firm. You must complete all remaining endorsement coursework within that period and apply to add the endorsement to your standard license. If you don't finish in time, the conditional authorization expires with no renewal option.

High-Demand Endorsements

Iowa consistently has teacher shortage areas, and certain endorsements are harder for districts to fill:

• Special Education — consistently high demand statewide
• ESL (English as a Second Language) — growing demand, particularly in districts with increasing immigrant populations
• Mathematics (5-12) — chronic shortage area
• Industrial Technology / Career and Technical Education — shortage driven by competition with private-sector salaries
• Reading specialist — requires the Foundations of Reading Test (Pearson Test 890, passing score 240)

If you're choosing which endorsements to pursue, shortage areas improve your hiring leverage significantly. Some districts offer signing bonuses or supplemental stipends for teachers with high-demand endorsements, though these are district-level decisions, not state mandates.

ESL and Reading Endorsement Specifics

The ESL endorsement requires specific coursework in linguistics, second language acquisition, and culturally responsive teaching. Iowa has seen increasing demand for ESL-endorsed teachers, particularly in the meatpacking communities in western Iowa and the growing refugee populations in Des Moines.

The reading specialist endorsement carries an additional testing requirement: you must pass the Foundations of Reading Test regardless of how you earned the endorsement. This $139 exam has a passing score of 240 and includes both multiple-choice and open-response components.

How to Check Endorsement Codes
