The Timeline Nobody Gives You Up Front

The Board of Educational Examiners (BoEE) tells applicants to allow four to six weeks for processing. That's accurate for the final review step — but it ignores every prerequisite that has to happen before you can even submit. When you add transcript requests, background checks, and testing windows, the real timeline from "I want to teach in Iowa" to "I'm holding my license PDF" stretches considerably longer.

Here's what each phase actually takes, based on the current BoEE process.

Phase 1: Transcript Collection (1–4 Weeks)

Official transcripts from every postsecondary institution you attended need to reach the BoEE. Electronic transcripts through services like Parchment or the National Student Clearinghouse typically arrive within three to five business days. Paper transcripts mailed directly by the institution take one to three weeks.

If you attended multiple schools — common for career changers who completed general education at one institution and professional coursework at another — plan for the slowest transcript to set your pace. The BoEE won't begin their review until all transcripts are in your file.

Phase 2: Background Check and Fingerprinting (1–3 Weeks)

The background check has two components that run in parallel:

Fieldprint electronic fingerprinting: Schedule through Fieldprint using the code FPIABdEdExaminers. Pay the $34.35 vendor fee at the appointment. Results typically transmit to the BoEE within one to two weeks.

BoEE state background check: Pay the $35 fee through your BoEE portal account. This runs Iowa's criminal history, child abuse registry, sex offender registry, and dependent adult abuse registry checks.

If you can't reach a Fieldprint location, paper fingerprint cards are available from the BoEE (call 515-281-3245), but processing takes four to six weeks and costs $75 instead of $34.35. This single choice can add a month to your timeline.

Phase 3: Testing (2–6 Weeks If Required)

Not everyone needs to test. Graduates of approved Iowa teacher preparation programs have been exempt from state-level licensure testing since 2022. Out-of-state teachers with three or more years of experience are also exempt.

If you do need the Foundations of Reading Test (Test 890, administered by Pearson), factor in:

• Registration and scheduling: 1–2 weeks for available test dates
• Score reporting: approximately 2–3 weeks after the exam
• The exam itself: 4 hours, 100 multiple-choice questions plus two open-response items, passing score of 240

If you fail, there's a mandatory 30-day waiting period before you can retake it. Budget for this possibility if your timeline has no slack.

Phase 4: Application Submission and BoEE Review (4–6 Weeks)

Once your transcripts, background check, test scores (if applicable), and mandatory reporter training certificate are all uploaded to the BoEE portal, you submit your application and pay the $120 first-time license fee.

Processing takes four to six weeks during normal periods. Peak application volume hits in May through July as new graduates and relocating teachers try to get credentialed before the school year. Applications submitted during this window may skew toward the six-week end.

Your license is delivered as a PDF via email — there is no physical card or paper certificate.

Total Timeline by Pathway

The 90-Day Temporary Permit

If your full application is complete and you have an employment start date approaching, the BoEE's Executive Director can issue a 90-day temporary permit. This lets you begin teaching while your background check processes. The permit is tied to a complete, pending application; it is not a substitute for submitting the application itself.

This is the reason the BoEE recommends starting your application at least eight weeks before your employment date. That window gives enough margin for the temporary permit to cover you while the final review happens.

Avoiding the Most Common Delays

Wrong application type: Selecting the incorrect application category in the BoEE portal means a rejection and resubmission. Traditional graduates select "First Iowa Teaching License (Iowa Institution)." Career changers must select the specific intern or alternative pathway option. This error alone can add two to three weeks.

Missing mandatory reporter training: Iowa requires completion of the separate Child Abuse and Dependent Adult Abuse reporter-training courses through the Department of Health and Human Services. Forgetting to upload the certificates is one of the most common reasons applications sit in "incomplete" status.

Expired credentials while waiting: If your current license expires while your renewal or conversion is processing, you must stop teaching immediately. The penalty for teaching with an expired credential is $100 per month, assessed against both you and your employing district.
