Delaware Contractor License Renewal: Deadlines, Discounts, and What Expires When

Multiple Credentials, Multiple Deadlines

Because Delaware's contractor system is split across state agencies and local governments, you're not renewing one license — you're tracking several credentials with different expiration dates and renewal windows. Missing any one of them can halt your ability to pull permits, void your DOL multi-year discount eligibility, or trigger tax filing complications.

Here's what expires and when.

Division of Revenue Business License

Expires: December 31 annually.

Renewal options: Annual ($75) or three-year ($225). Renewals are processed through the Delaware One Stop portal at onestop.delaware.gov.

The three-year option is straightforward — you pay three times the annual rate upfront and don't have to touch it again for 36 months. For contractors who are confident they'll stay in business and operational in Delaware, it eliminates two renewal cycles worth of administrative overhead.

Contractors aged 65 or older qualify for a 75% discount on the annual fee.

DOL Contractor Registration Certificate

Expires: Annually; use the expiration date shown on your certificate.

Renewal window: File within the 90-day window before expiration. The penalty for late renewal isn't a late fee — it's a full restart. Late filings are rejected, which means you go through the initial registration process again from scratch and lose any multi-year discount eligibility.

The two-year discount: After two consecutive years of active registration with no state or federal labor law violations, you qualify for a discounted two-year certificate. The discounted two-year amounts are $300 for private work and $500 for public work; confirm the amount for your registration category before renewing. Once you lose eligibility — through a late filing, a lapse, or a violation — you start the two-year clock over.

Specialty Trade Licenses (If Applicable)

If you or your employees hold HVAC or plumbing trade licenses through the Division of Professional Regulation, those follow their own biennial renewal cycle:

• HVAC and plumbing trade licenses expire December 31 of even-numbered years
• Plumbers face a new continuing education requirement: five hours of approved education per renewal period, effective October 31, 2026
• Renewals are handled through the DELPROS portal at delpros.delaware.gov
• Draft applications in DELPROS expire and are deleted after 6 months of inactivity

General contractors don't need specialty trade licenses unless they self-perform regulated trade work. But if your employees hold them, tracking their renewal dates prevents a situation where a licensed plumber or electrician's credential lapses mid-project.

County and Municipal Licenses

New Castle County: Permit Endorsed and Non-Permit Endorsed licenses expire December 31 annually. Renewal requires an active state business license and current insurance/bond documentation.

City of Newark: December 31 annually. Your compliance bond stays on file and guarantees code violation corrections for three years after each project's certificate of occupancy.

City of Dover: July 31 annually — an outlier compared to the December 31 standard elsewhere.

City of Wilmington: December 31 annually.

Building a Renewal Calendar

The practical challenge is that these deadlines don't align. A contractor working across New Castle County and the City of Newark has renewal dates in December for both, plus a DOL renewal within the 90-day window before its certificate expiration, plus the Division of Revenue in December, plus any specialty trade licenses in December of even years.

The consequence of missing any single renewal is disproportionate — the DOL restart penalty alone can cost you hundreds of dollars and months of rebuilt eligibility. Building a 12-month renewal calendar is the unsexy administrative task that prevents the expensive consequences.
