State-Level Costs
These apply to every contractor operating in Delaware, regardless of location:
Division of Revenue business license: $75 per year. The first year is prorated based on when you register. An additional $25 per year applies for each separate branch location. Contractors aged 65 or older qualify for a 75% discount. Three-year renewals are available at three times the annual rate.
Trade name (DBA) registration: $25 one-time fee through the Delaware One Stop portal, if you operate under a name different from your legal entity name.
DOL Contractor Registration: $200 per year for private work only, $300 for public work only, or $500 for both. After two consecutive clean years, you can qualify for discounted two-year renewals ($300 for private, $500 for public).
HICPA registration and bond (residential contractors): Registration with the Attorney General plus a $10,000 surety bond. The bond premium varies by credit and surety company.
