What Adds Weeks to the Timeline

Deficiency notices are the biggest time sink. Each deficiency round adds two to three weeks — you fix the issue, upload corrected documents, and re-enter the review queue. Common triggers:

• COI with the wrong certificate holder name (still listing DCRA instead of DLCP)
• Insurance carrier without a B+ A.M. Best rating
• PD-70 background check for a DC resident older than 30 days
• Sample contracts missing the Buyer's Right to Cancel clause
• Name mismatch between your trade name and your insurance documents

Clean Hands blocks add variable time. If your OTR status shows outstanding tax debt above $1,000, you need to either pay the balance or set up an installment agreement before BOSS will release your application. Resolving a tax debt can take days or weeks depending on complexity.

Background check timing matters for HICs. A DC resident's PD-70 must be dated within 30 days of the BBL submission date, not the date DLCP reviews the file. Non-residents need an equivalent certified report from their home jurisdiction. If you submit the BBL after the report is more than 30 days old, obtain a new report.

Follow the entity → tax → zoning → documents → BBL sequence. You can order insurance and prepare documents in parallel, but time the background report so it is within 30 days of BBL submission.
