DC Contractor License Cost: BBL Fees, Insurance, and Total Startup Budget
The BBL Fee Is the Cheapest Part
Under the BEST Act (effective October 2025), the Basic Business License fee for contractors dropped dramatically. The old system charged $654.50 for a standard two-year General Contractor license with multiple endorsement fees layered on top. Now it's a flat rate:
- 2-year license: $99
- 4-year license: $198
- 6-month license: $49 (General Contractors only — HICs can't use this term)
- Micro-enterprise exemption: $0 if annual revenue is under $10,000 (you still apply and submit all documents)
The $99 is the licensing fee. It's not the total cost of getting licensed.

Non-residents use an equivalent certified report from the police department in their home jurisdiction rather than Form PD-70. Insurance and bond costs vary significantly based on your credit, experience, and carrier. The ranges above reflect typical quotes for sole proprietors and small firms.
Costs People Forget
Form FR-500 filing: Free (OTR tax registration has no fee), but failing to file it means your BBL application stalls. The cost here is in processing time, not money.
Clean Hands resolution: If your OTR status blocks your Certificate of Clean Hands, you'll need to pay outstanding tax debts, penalties, or enter a payment plan before proceeding. This can range from a few hundred dollars to several thousand, depending on what you owe.
Certificate of Occupancy (commercial space): If you're operating from a commercial address instead of a home office, the COO runs about $75–$125 depending on square footage.
Contract template review: HICs must submit compliant sample contracts. If you're paying an attorney to draft or review your contract templates for 17 DCMR § 3905 compliance, expect $500–$1,500 for that review.

Renewal Costs
BBL fees are $49 for a six-month General Contractor term, $99 for two years, or $198 for four years. Keep your insurance and bond current for the applicable term. Late renewal adds graduated penalties: $75 for the first 30 days, up to a maximum of $350 if you wait nine months.
CGL insurance is an ongoing cost. Keep coverage current and update the COI when the policy is renewed or the carrier changes, whether or not your BBL renewal is due.
